Duties
As an Auditor, GS-0511-7/9/11/12, you will:
This position is located in the United States Property and Fiscal Office (USPFO), Internal Review Division. The purpose of the position is to perform audits on a variety of programs and to assess efficiency, effectiveness and compliance with program laws, regulations, and provisions. In a state with 4 or more auditors, serves as an auditor-in-charge of audit programs or difficult audit projects. Synthesizes the work of team members to develop a completed audit product; assesses the progress of subordinate team members in their individual assignments; and provides performance feedback to team members regarding weaknesses and approaches to fact-finding. Such information is provided to a higher level supervisor for consideration in interim and annual performance appraisals, and assessment of overall program management.

- THIS IS A FINANCIAL MANAGEMENT LEVEL 2 Certified position. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.

- This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.
- Required to obtain and maintain the appropriate security clearance.
Qualifications
EDUCATION REQUIREMENT:
Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. Official transcripts are required for positive education.
SPECIALIZED EXPERIENCE:
Must have 1-year equivalent specialized experience to at least the next lower grade level before being eligible for the next grade level. Must have fundamental working experiences with a validated understanding of the basic principles and concepts of the audit occupational series and grade.
Knowledge, Skill, and Abilities (KSAs):
Skill in collecting and analyzing data effectively, efficiently, and accurately.
Skill in applying procedures and directives by reading and interpreting program material.
Ability to comprehend and/or apply problem solving and negotiating techniques.
Skill in presenting formal training presentations and briefings.
Ability to prepare reports and presentation formats.
Ability to plan the audit, gather, organize and evaluate data in complex areas and separate the essential from the non-essential.
Skill in assessing the degree to which program goals are met and to develop findings/reports that clearly identify operational problems and required corrective action.
Statement of Difference: Applicant(s) selected will be appointed as a GS-7/9/11 or GS-12 depending on his or her education, training and experience as noted above. If the individual is appointed at the lower grade, the supervisor, employee, and HRDS will initiate a training agreement. When the required training has been successfully completed, the employee may be promoted to the next grade without further competition.

THIS IS A FINANCIAL MANAGEMENT LEVEL 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
