About the Position: Serves as a District technical authority on safety. Implements the Safety and Occupational Health Program to provide a safe working environment for the employees, contractors, and visitors to Seattle District, U.S. Army Corps of Engineers (USACE).
Duties
Reviews and develops District Safety policies and assists the District Safety and Occupational Health (SOH) Manager in providing program direction, interpreting regulations, standards, and technical guidance.
Manages surveys, evaluations, studies, and audits to provide exposure control information to district safety and occupational health manager and division chiefs.
Manages accident/near-miss investigations and reporting to provide information and recommendations for corrective actions to district managers and higher echelons.
Serves as a safety representative to professional committees, boards, panels, and Communities of Practice dealing with Safety and Occupational Health matters.
Oversees safety training program and coordinates courses to be offered.
Assists in developing program policies, procedures, and objectives for accomplishment of safety programs.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent is required to obtain and maintain a Secret Clearance.
- This is a FC-12 position. FC-12 ACTEDS training is mandatory for filling these positions and must be completed within a timeframe provided by management after being appointed.
- Incumbent must possess or complete FC-12 Level I Professional Certificate in Safety and Occupational Health (PCSOH) program within 12 months of appointment.
- Pre-employment physical required.
- Must obtain and maintain a valid government driver’s license.
- Incumbent must be free from fear of heights (Acrophobia); no unresolved mental health problems; and, no record of claustrophobia or claustrophobic tendencies.
- Incumbent must not have any medical conditions preventing prolonged standing, repetitive movements, walking up to one mile, or walking up and down stairs.
- Incumbent must be able to be medically cleared to wear a respirator, fit-tested and have no impairment that would prevent wearing of a respirator.

Specialized Experience: One year of specialized experience which includes (1) conducting safety and occupational health inspections, (2) applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements, and/or (3) implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
