This position is located in the New Mexico State Office located in Santa Fe, NM or the selectee may choose to work in the Albuquerque, NM District office.
Duties
This position collaborates with other EEO professionals as part of the Southwest Civil Rights Office which supports BLM New Mexico-Oklahoma (BLM NM-OK) and BLM Arizona (BLM AZ).
Serves as an advisor to State leadership on internal EEO, public civil rights, affirmative employment matters, employee engagement, and may serve as a spokesperson in these program areas.
Briefs management on a variety of EEO-related matters. Instructs, facilitates, or procures EEO law-based and related training for employees, supervisors, and managers.
Directs the development, review and evaluation of EEO and civil rights policies and programs, affirmative employment and procedures, within the States of BLM NM-OK and BLM AZ.
Identifies, defines, analyzes and recommends solutions to systemic EEO problems when they arise within areas of responsibility and implements effective changes.
Manages the BLM NM-OK Pre-complaint Counseling program, and Alternative Dispute Resolution (ADR) programs, in line with Equal Employment Opportunity Commission regulations, agency policies, and guidelines.
Coordinates with the BLM Office of Civil Rights as needed to facilitate the processing of formal complaints.
Provides advice and recommendations to state leadership on preventing and resolving complaints of discrimination.

Qualifications

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying:
Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained either in the private or public sectors) performing 4 of the 5 following duties: (1) applied current federal EEO/Civil Rights laws to complex workplace issues; (2) performed full range of duties as an EEO Counselor; (3) compile and analyze workforce demographic information for briefings or required annual EEO reports; (4) conducted barrier analysis or participate on a barrier analysis team; (5) advise management on complex EEO workplace matters; (6) develop EEO-related training in response to compliance requirements and trends; (7) lead implementation of employee engagement initiatives or projects.
TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 is required to meet the time-in-grade requirements for the GS-13 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).

Education
There is no substitution of education for experience at the GS-13 grade level of this announcement.
