This position is located in Dinosaur National Monument, in the Administration Division.

Duties

Advise park staff on policies, decisions, and actions in the areas of budget management, and administrative services to include planning, human resources, property, housing, and information management and technology. Supervise and direct the work of a staff of specialists, technicians and clerks, and recruits and hires subordinate administration staff. Plan, analyze, develop, and monitor the development of park-wide plans, programs, procedures, operating policies, internal controls and program goals. Coordinate, participate, and oversee negotiation of cooperative agreements with other Federal agencies, other government, public, private and non-profit institutions. Oversee the park's revenues and spending in balance through authoritative advice and supervision of budget staff. PHYSICAL DEMANDS: Most of the work is performed indoors in an office setting. There may be some extended walking through facilities, carrying light items, or driving an automobile. Mentally stressful and taxing situations are frequently present. WORK ENVIRONMENT: The work environment involves everyday risks or discomforts, which require normal safety precautions typical of places such as offices, meeting and training rooms, and commercial vehicles. AREA INFORMATION: This position is duty-stationed at Dinosaur National Monument, a unit of the National Park Service, at the park headquarters 2 miles from Dinosaur, Colorado. Dinosaur National Monument is a spectacular 210,000-acre medium-sized park with mega-park values. Dinosaur has the most complete geologic record of any national park area and an internationally renowned display of Jurassic era dinosaur bones. The rugged landscape provides habitats that support a diverse assemblage of plants and animals and critical habitat for endangered species. People have been living on this landscape for over 10,000 years and the evidence of their activities can be seen in numerous rock art sites and homesteads. The whitewater rafting and magnificent scenery found in the canyons of the Green and Yampa rivers provide premier Western boating experiences. The Yampa is the only remaining large tributary in the Colorado River system that retains its free-flowing character. Dinosaur is over 90% recommended wilderness and was certified as a Dark Sky Park in 2019. Visit the website at www.nps.gov/dino for more information. Dinosaur National Monument spans a remote area of NE Utah and NW Colorado that is a 3.5 hour drive from Salt Lake City, Utah and a 6 hour drive from Denver, Colorado. Temperatures can reach over 100 F in the summer and below negative 25 F in the winter. The Uinta Basin is susceptible to poor air quality due to weather inversions that trap air in the basin, especially in the winter. The communities of Rangely, CO and Vernal, UT offer all amenities (hospital, schools, grocery, etc.) and are within commuting distance of headquarters located near Dinosaur, CO and the Quarry Visitor Center located near Jensen, UT. HOUSING INFORMATION: Government housing may be available. Housing costs in the communities around the monument are often higher than average based on the impact of energy development industries in the area.

Qualifications

All qualifications must be met by the closing date of this announcement-04/04/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-12 grade level, you must possess the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Examples of qualifying specialized experience may include activities such as: providing a wide variety of administrative services to enable efficient operation of a business or program office; analyzing work functions and processes and identifying process improvements; planning and coordinating budget and financial plans and operations; or developing and formulating alternative solutions to administrative matters. NOTE: You must include hours worked per week in your resume. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
