Duties

Provides support and guidance in the retrieval of key supporting documentation from various source systems to support customers' financial statement audits. Reviews and interprets new financial analysis directives and regulations; and provides advice and guidance to functional personnel concerning applicable principles, methods, and techniques. Furnishes advice and assistance to lower graded specialists on particularly complex financial analysis problems or situations encountered. Makes decisions and recommendations concerning analytical treatment of problems or situations not covered by written guidelines. Applies analytical and evaluative methods and techniques to issue and studies concerning the efficiency and effectiveness of Division operations carried out by accountants, financial specialists, and technical personnel.

• Time after Competitive Appointment: Candidates must have served 3 months after latest competitive appointment in the Federal service.

Qualifications

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required. GS-12 Specialized experience: Assessing data integrity and internal controls within an automated financial management system; providing evaluation of financial system capabilities and enhancements within an automated business environment; performing financial data analysis of multi-system interfaces; and providing analysis of financial management data documentation for customers' audits. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Education is not substitutable for specialized experience at this grade level.
