The incumbent is the financial expert for the Lovell FHCC and is responsible for coordinating and maintaining an integrated system of financial services, which contribute to effective management control over the medical center, community and satellite operations. At a minimum, these services include accounting, budgeting, payroll and workload/cost analysis, and active participation in the overall planning, managerial financial analysis and reporting.
Duties
This position is within the VISN 12 Great Lakes Finance Service (GLFS), located at the Captain James A. Lovell Federal Health Care Center (JAL FHCC) in VISN 12. The incumbent serves as the Assistant Finance Officer for the Lovell FHCC.
Incumbent will supervise the nucleus of GLFS staff located at the Lovell FHCC. This includes the following functions: Budget, Cashier, Employee Travel, Accounting, Payroll, Decision Support System (coordination with VISN DSS), and Purchase Card Coordination. In addition, the incumbent may provide remote guidance to other VISN sites regarding these functions. This could involve on-site guidance as needed.

-Certification of Financial Records - appropriate costing, reporting, use of funds, and purchasing
-Debt Collection - standards for billing, processing, adjusting
-General Post Funds - accountability, appropriate use of funds, certification
-Patients Funds - appropriate reporting, recording, and use of funds
-Separation of Duties - separates job functions for staff and customers
-Extra additional duties relating to Finance Facility.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/25/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
GS-13 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of hospital operations, including an understanding of the various health care delivery systems. Ability to develop and apply financial management techniques and methodologies to plan, execute, and manage financial and budgetary programs in a hospital environment. Extensive knowledge of the mission, organizations, programs, and requirements specific to the VA health care delivery system in order to be able to analyze and recommend solutions to the problems that arise at a complex medical center. Expert knowledge of generally accepted government accounting principles and standards, VA resource management procedures, laws and regulations governing the federal budget process and fund control, VA mission and responsibilities, and VA resource management objectives. Comprehensive knowledge of VA finance and accounting information systems and the ability and skill to identify, extract, and manipulate relational data from multiple electronic sources into useful, accurate reports and files. Comprehensive knowledge of applicable Public Laws, VA Financial and Treasury Policies, Code of Federal Regulations, Principles of Federal Appropriations Law and Joint Commission Standards, the usual contents and provision of the appropriations intent. Comprehensive knowledge of government and VA accounting policies and practices. Ability to train non-Finance staff on a variety of financial and budgetary topics such as how to read and interpret financial reports. Knowledge of VA payroll (PAID) and financial accounting (FMS) systems. Incumbent must have a basic understanding of the Veterans Equitable Resource Allocation process.
**Preferred Experience: The ability to provide expert advice to program officials and to accountants, budget analysis, and other specialists on interpretation of development efforts or financial program operations.
