Serves as a first line supervisor for the Single Family Housing (SFH) in USDA Rural Development State Office. Well built, affordable housing is essential to the vitality of communities in rural America.

Duties

Covers loans and grants directly made by RD for home mortgages and/or repairs. Manage the use of program resources to efficiently and effectively support priority investments. Develop state issuances and program guides in response to new initiatives and program trend analyses. Plans work to be accomplished by subordinates, sets and adjusts priorities. Collaborates with the management team to develop and implement marketing and outreach programs for the State. Provide consistent and current guidance on policy and procedures to mid-level management.

Requirements

  • Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. Applicants must meet one year at the next lower grade to be considered for the next higher grade. For GS-12 level: Applicants must have 1 year of specialized experience equivalent to at least the GS-11; or its non-Federal equivalent that demonstrates: experience processing and servicing a full range of commercial and/or complex realty loans; servicing a loan portfolio of a bank or other loan association beyond consumer loans; or similar work which provided a knowledge and understanding of the technicalities of financing and credit of loan and/or grant programs. Experience must demonstrate use of judgment in providing financial management guidance to borrowers; ascertaining and analyzing borrower's financial capacity, and evaluating the general economic and financial conditions that affect the organization risk in granting, guaranteeing, or insuring the loan; and demonstrated leadership experience providing guidance and direction to a group of employees in processing and servicing loans and/or grant programs. There is no education substitution for this grade level.
