You will serve as a CIVIL ENGINEER (STRUCTURAL) in the Planning, Design and Construction Directorate (PDC) of NAVFAC NORTHWEST.

Duties

You will serve as technical expert and perform design analyses and calculations for specialized civil/structural projects. You will be responsible for the preparation of final detailed working drawings, comparative cost analysis, Request for Proposals (RFPs), and project specifications for a wide variety of facility types. You will perform Quality Assurance reviews of drawings, specifications, calculations, cost estimates, and studies prepared by private architectural and engineering (A/E) design firms for large, complex projects. You will perform technical administration of design, design management, and coordination efforts with other engineers and architects involved in multidiscipline. projects. You will provide post construction award services (PCAS) including review and approval of contractor's submittals to determine that they conform to the requirements of the contract drawings and specifications. You will provide leadership and specialized engineering consultation and support to the NAVFAC structural engineering community of practice.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • You must have a current registration as a Professional Engineer (PE License).
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: You must currently be a licensed Professional Engineer (PE). Your license must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. You MUST provide a copy of your current license with your application. A copy of a wall certificate that does not have an expiration date will not serve to verify this requirement. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Providing structural engineering analysis and expertise for designs on a wide range of complex projects on new and existing facilities; 2) Developing complex designs and analyses with advanced structural software (e.g., Whole Building Design Guide, AutoCAD, structural design/analysis software, and SpecsIntact technologies); 3) Performing field investigations to verify and document existing conditions as a basis for the design for new/existing projects; and 4) Providing technical specifications and assisting with detailed labor and material cost estimates for use in obtaining project funding for bid evaluation; NOTE: Your answer must be supported by information in your resume. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)

OR

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
