This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command.
It is in the Supervision/Management Work Category at the Senior Work Level within the CES Occupational Structure. It is located in the DISA ACQC/ACQUITION CENTER, BDA12.
Duties
Plans work to be accomplished, set priorities and schedules work to be completed within the section.
Reviews and oversees the Business Case Analyses (BCAs) efforts performed by section Integrated Product Team / Cross Functional Team leads.
Utilizes complex IT principals and methods to reduce the number of unique IT services by understanding capabilities gaps and overlaps among the existing IT services.
Ensures all the capability and services requirements projects assigned to the section are completed within the planned schedule and all required exit criteria are met and deliverables are well prepared.
Works with the other agency directorates and centers to ensure the DISA service portfolio is effectively managed and synchronized with Agency and DoD strategic objectives as new requirements constantly enter the Agency.
Represents the J-8 and Agency at DoD, industry and other federal government sponsored conferences to develop plans and discuss matters affecting assigned responsibilities.
Provide feedback to leadership and stakeholders through appropriate reports, meetings, briefings,and information papers, both formally and informally.
Briefs senior leadership/staff on project status and significant developments. Keeping all parties informed changes in requirements, changes in resources, and impacts on meeting established project timelines.
Requirements
- Must be a U.S. Citizen.
- Males born after 12-31-59 must be registered or exempt from Selective Service.
- This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
- This is a drug testing position.
- Must be able to obtain/maintain Top Secret/SCI security clearance.
- Must obtain Acquisition certification in the Engineering and Technical Management Functional area, in accordance with DoD Instruction 5000.66.
- Must obtain a Requirements Management Certification Training (RMCT) Level B certification within 6 months.

Basic Requirements:
Attention to Detail - experience reviewing my own information technology-related work or data and
have been responsible for reviewing the work of others to ensure accuracy, completeness, and
consistency with standard.
Customer Service - developing and maintaining relationships with customers, anticipating and
assessing the current and future information technology needs of customers, and developing or
identifying information technology products or services that are tailored to meet customer needs.
Oral Communication - briefing senior-level management and IT staff on the status of information
technology systems, projects, or daily operations, including the communication of complex technical
information to a non-technical audience.
Problem Solving - identifying alternatives to address unique, highly complex, or sensitive
information technology-related issues. I have anticipated information technology-related problems
and have identified and evaluated potential sources of information to generate alternative solution.
Qualifying Experience:
To qualify at the GG-14, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as:experience demonstrating an understanding of IT principles, concepts, methods, standards and practices to develop and interpret policies, procedures, and strategies; directing the planning and delivery of information technology services; ability to assess and apply systems design processes; integrating aspects such as system analysis, software development, and database administration; along with IT-related experience demonstrating Attention to Detail, Customer Service, Oral Communication, and Problem Solving.

Education
There is no substitution of education for the qualifying experienceat the GG-14 grade level.
Program Management Advanced: Selectee must have their Acquisition Certification in the Engineering & Technical Management Functional Area within 60 months of entry into this position, in accordance with DoD Instruction 5000.66, Defense Acquisition Workforce Education, Training, Experience, and Career Development Program. Employees must achieve 80 hours of Continuous Learning Points (CLPs) every two years, in accordance with DoDI 5000.66. Obtaining certification within the allotted grace period and maintaining CLPs before and after achieving certification are conditions of employment. If certification is not received within 48 months of appointment as defined by DAWIA, and training not completed within the established guidelines, the incumbent might be removed from this position.
