The primary purpose of this position is to serve as an acquisition program manager within the Cryptologic and Cyber Systems Division, responsible for developing, establishing, implementing, and controlling contractual, financial, and technical aspects of a project/program through designated phases of the acquisition cycle for which no closely related precedents exist.

Duties

Develops, implements, and controls contractual, financial, and technical aspects of a project/program through designated phases of the acquisition cycle for which no closely related precedents exist. Plans, organizes, directs, and coordinates activities of functional specialists including contracting, engineering, manufacturing, program control, configuration/data management, test, and logistics. Reviews and directs the progress of contractors in meeting program objectives. Takes appropriate actions to approve terms and conditions set forth in negotiations, contracting plans and budgets, subcontractor participation, and addition or discontinuance of work by the contractor. Represents the organization at executive levels within the Government and to contractor/industry representatives. Participates in conferences and meetings to deliver presentations on project/program status, accomplishments, challenges encountered and anticipated, support requirements, and the integration and advocacy of program and project objectives. Prepares, presents, defends, and interprets staff studies to the Program Director and/or other management officials. Conducts meetings and working groups to address problems, technical developments, program changes, etc., and to collectively prepare an approach to program changes. Briefs higher levels of management on program progress, problems, and other factors of interest or inquiry.

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.
  • The candidate must be able to obtain and maintain a Special Sensitive Security Clearance with access to sensitive Compartmented Information (SCI). A Non-Disclosure agreement must be signed

  • This posn is subject to provisions of the DoD Priority Placement Program

  • Incumbent is subject to initial and random drug testing.
  • This position is Acquisition Category Level II and incumbent must meet appropriate certification requirements IAW the Defense Acquisition Workforce Improvement Act (DAWIA) no later than 24 months after accepting this position.
  • Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
  • Work may occasionally require travel away from the normal duty station to perform temporary duty assignments traveling in military and/or commercial aircraft.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. ***Salary Ranges includes local market supplement*** This is a GG-13 position in the Defense Civilian Intelligence personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GG-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of business, industrial management, contracting procedures, technical concepts, and production practices to evaluate contractor proposals and activities; and applicable safety practices for the work environment of this position. Knowledge of the missions, roles, functions, organizational structures, and operation of the Department of the Defense, Air Force, and other entities that govern, interface with, and/or influence the systems acquisition process and integrated life cycle management. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of laws, principles, policies, and practices of systems Acquisition and Program Management; and of security policies and practices in order to protect classified and sensitive information. 2. Knowledge of business, industrial management, contracting procedures, technical concepts, and production practices to evaluate contractor proposals and activities; and applicable safety practices for the work environment of this position. 3. Knowledge of the missions, roles, functions, organizational structures, and operation of the Department of the Defense, Air Force, and other entities that govern, interface with, and/or influence the systems acquisition process and integrated life cycle management. 4 Skill to establish and maintain good relationships with individuals and groups within the office as well as outside the immediate work unit. 5. Ability to plan, organize, and manage critical aspects of research, development, production, and support of subsystems or equipment, and integrate, analyze, and manage a variety of acquisition functions, and personnel in support of the process. 6. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
