The Lead Mail Clerk functions as the team leader to ensure mail support and operator functions/services are carried out. The Lead Mail Clerk will be responsible for distributing the workload among mail room employees in accordance with the established procedures to ensure timely accomplishment of their assignments; and instructing employees in specific tasks.

Duties

The principal duties and responsibilities of the position have five main components: Internal Distribution; Mail Analysis; Processing Outgoing Mail; Controlled Mail; and Facility Education. Operate a variety of mailroom machinery including, but not limited to multi-functional devices; Pitney Bowes Mailing Machine, FedEx Powership II Terminal, Pitney Bowes folding/inserter machine, Star Electronic Scale, Postage Meter, and Personal Computer. Responsible for recording the postage meter, accounting for mail room supplies, reporting issues with mail room equipment, and reporting personnel issues. The incumbent works on his/her own initiative under general administrative supervision. He/she is delegated authority for the day-to-day operations of all mail functions. The work requires extensive knowledge of mail-postal management functions, operations, services, mail security, and working knowledge of other serviced activities within the organization. Maintain current knowledge and answer questions from other employees on procedures, policies, and directives, and obtain needed information or decisions from the supervisor on problems that come up. The incumbent will be responsible for conducting training to mail clerks on work-related duties, by direction of supervision through published Federal, State, and local regulations. The incumbent is responsible for the total mail support services program and the telephone operators and is required to exercise their own discretion in operating the mail program and telephone operator areas within established resources. Work is performed mostly inside while lifting up to 70 pounds of mail package physical efforts may be required. The incumbent must have a valid driver's license and a clean driving record. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/04/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS-4 grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-5 position, you must have served 52 weeks at the GS-4. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Driver's License Requirement: Must possess a valid Driver's License to operate a motor vehicle. (Please do not submit a copy of your license with your application package. You will be required to show your valid commercial driver's license at the time of your interview.) You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-4 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to equip you with the particular knowledge, skill, and abilities to be able to perform successfully the duties of the position. Examples of specialized experience would typically include, but are not limited to: handling and routing various types of documents and materials for delivery to the appropriate organizational entity; maintaining directories, mail count logs, and distribution lists and enforcing knowledge of U. S. Postal Service requirements to process incoming and outgoing mail. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 2 years above high school. TRANSCRIPT REQUIRED. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond. TRANSCRIPT REQUIRED You will be rated on the following Competencies for this position: AccountabilityCustomer Service (Clerical/Technical)Oral CommunicationSelf-Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is generally performed in an office setting with adequate light, heat, and ventilation. Outside exposures are incumbent to all types of inclement weather. (i.e. heat, cold, rain, snow, wind, etc.). Will be responsible for building accessibility so the U.S. mail truck pick-up and outgoing mail can be picked up without delay.
