This position is located in the Reserve Fleet, Office of Fleet Program Management, Office of the Deputy Associate Administrator for Federal Sealift, Office of the Associate Administrator for Strategic Sealift, Maritime Administration (MARAD). The mission of the Reserve Fleet activity (Fleet) is to maintain custody of numerous ocean-going merchant type vessels, offshore supply vessels, and various vessels owned by other Government agencies.

Qualifications
To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.To qualify for the Grade 12, you must have at least one year of experience equal or equivalent to the GS-11 it must include:
Experience providing budget formulation and/or execution for office budget; prepares a variety of budget analyses; and maintains budget records.
Experience overseeing contract and procurement activities ensuring compliance with government contracting procedures including small purchases procurement.
Experience serving as the organizational liaison for Human Resources. Independently performs human resources management and administration advisory functions for the fleet.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of supervisory functions, including planning, assigning, and reviewing work.
Knowledge of planning, coordinating, and executing of business functions, resource allocation, and production.
Knowledge of various types of contracts, techniques, or requirements (for example, Federal Acquisitions Regulations) for contracting or procurement, and contract negotiation and administration.
Knowledge of principles and practices of budget administration and analysis; including preparing, justifying, reporting on, and executing the budget; and the relationships among program, budget, accounting, and reporting systems.
