This position is located in the Eastern Idaho Area Office in Blackfoot, ID. The incumbent will be responsible for outreach, application intake, making and servicing loans and/or grants, underwriting, and construction management in the Community Programs Division. Projects are critical infrastructure in rural communities such as drinking water and wastewater facilities, solid waste, fire stations, police stations, medical clinics, hospitals, roads, and bridges.

Duties
Develops outreach and marketing strategic plans.
Development, management, coordination and administration of an assigned loan and grant program portfolio(s) involving one or more of the agency regulatory loan functions.
Analyzes loan and grant applications for eligibility and conformance with Rural Development statutory regulations, policies, procedures and practices and inputs data into appropriate automated database systems.
Prepares written loan approval determinations or recommendations for loan approval and submits to approving official as appropriate.
Provides a wide variety of servicing actions for assigned loan and/or grant portfolio.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.
For the GS-9 level: Applicants must have 1 year of specialized experience equivalent to at least the GS- 07; or its non-Federal equivalent that demonstrates experience assisting higher graded specialists with loan making, servicing and underwriting duties such as regularly examining loan applications, supporting documents and credit reports; experience processing loans up to the point of final approval, maintaining servicing activities of somewhat complex loans and/or grants; assisting higher level loan specialists by performing assigned portions of financial credit analysis with more complex loans as a way of acquiring training and competency for more difficult loan examining and servicing assignments OR Masters or equivalent graduate degree in a related field, OR 2 full years of progressively higher level graduate education leading to such a degree, or LLB or J.D., if related OR a combination of education as described and specialized experience.
For GS-11 level: Applicants must have 1 year of specialized experience equivalent to at least the GS-09; or its non-Federal equivalent that demonstrate thorough knowledge and understanding of complex mortgage or business or commercial loan making/servicing and credit principles and practices in order to assess the fundamental soundness of business loans and loans to corporate and/or municipal entities and to independently examine applications and corporate financial documents, and maintain servicing activities on a variety of mortgage and business or commercial loans. Experience may have been gained in work equivalent to analyzing financial information provided by loan applicants, determining eligibility for loans and repayment ability, reviewing and approving applications for businesses or commercial, and/or agricultural bank loans; servicing a loan portfolio of a bank and other loan association: performing financial analysis of commercial concerns for investment purposes; appraising real estate and business property to determine property valuation; or similar work; OR Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related OR a combination of education as described and specialized experience.
