Duties

Serve as principal coordinator and technical advisor for one or more outdoor recreation programs. Serves as an authoritative source of information concerning overall program activities and responsibilities. Coordinates with managers, planners, and resource specialists to identify recreation program requirements and resource needs on a local scale and develop long and short-term outdoor recreation plans to address needs. Develop, review, recommend, and implement changes to recreation program policies, standards, methods, controls, and procedures. Develop content for environmental and project planning documents such as Resource Management Plans, Travel Management Plans, and Environmental Assessments, and review, analyze, and/or edit content that address recreational topics. Develop, analyze, and evaluate services, projects, programs, and/or functions of one or more Outdoor Recreation Programs. Coordinate with numerous offices to obtain information for the purpose of monitoring, analyzing, and reporting on recreational use, commercial use, visitation, recreation values, environmental impacts, funding, performance, etc. Provide recommendations to local management concerning current and multi-year recreation program(s) budget funding and priorities to ensure recreation priorities are met. Monitor the operating budget for the recreation program(s) managed and regularly report on status to state leadership.

Qualifications

No assumptions will be made about your experience. Specialized Experience for GS-12: Must possess one (1) full year of specialized experience at or equivalent to the GS-11 level. Examples of specialized experience may include: Performing activities associated with recreation and/or wilderness activity, interpretation, environmental education; or other work which illustrates natural resource based outdoor recreation work in areas such as: Wilderness, Wild and Scenic Rivers, National Monuments, National Parks, Outstanding Natural Areas, or another similar recreation area. Monitoring studies and recreational use surveys. Coordinating with managers, planners, and resource specialists to identify recreation and/or wilderness program needs. Conducting outreach to promote recreational and wilderness opportunities on public land. Developing standards and guidelines for recreation and/or wilderness programs and monitoring program operations and budget. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: The work is primarily sedentary however there may be some physical exertion such as walking, hiking, bending, carrying or items such as books and backpacks, driving an automobile or off-highway vehicle, operating a small boat, etc. Work Environment: Work is typicall performed in a adequately lighter and climate controlled offer. Occassional travel may be required. The position may be requied to visit field sites where risks may include exposure to inclement weather and potential injury from falls, strains, bites, stings, etc. The incumbant will adhere to all saftey rules and regualations as prescribed in mauals/supplements or deisgnated by the safety officer.

This position falls under the Outdoor Recreation Planner Series 0023, Administration and Management Positions. Individual Occupational Requirements (IOR) for this job series require the following:

Education

Undergraduate and Graduate Education: Major study -- outdoor recreation planning or a related field such as: sociology, forestry, landscape architecture, economics, biological science, park administration, earth science, natural resource management and conservation, civil engineering, urban planning, or recreation. Applicants who qualify on the basis of graduate work in related disciplines must have one or more courses in outdoor recreation.

Experience

Specialized Experience (for positions above GS-5): Experience that demonstrated the ability to plan and coordinate the use of land, water, and related resources for recreation and conservation purposes. Examples of qualifying specialized experience include:

  • Ability to deal with people of differing backgrounds and behavioral patterns.
  • Analysis and evaluation of outdoor recreation interests, habits, and needs of diversified groups, and the means for meeting those needs.
  • Evaluation of land or water areas for their recreation and related potential use, such as wildlife reserve.
  • Preparation or review of plans and programs for natural resource utilization and recreation area development.
  • Solution of administrative, intergovernmental, socioeconomic, and other problems involved in providing adequate recreation opportunities while preserving, restoring, and enhancing the quality of the outdoor environment.
There is no substitution of education for specialized experience at the GS-12 grade level.
