Duties

WHAT IS THE FACILITIES MANAGEMENT AND SECURITY SERVICES(FMSS) DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Facilities Management and Security Services Security The following are the duties of this position at the full working level. Operational Support and Security Planning (40%) Serves as a vital contributor to operational support and security planning. The role includes receiving, verifying, and updating incidents and threat notifications, along with performing data analysis for identifying trends in service wide to FMSS Operations, TIGTA, and Senior Leadership. This enhances situational awareness and aids in the development and implementation of countermeasures to mitigate risks and threats to the IRS. The employee supports the 24/7/365 operations of the Situational Awareness Management Team, ensuring strategic initiatives and security measures are effectively executed to protect IRS facilities and resources. The role further involves contributing to the development and implementation of comprehensive security plans, tailored to the unique needs of different IRS facilities, and coordinating security measures in accordance with Treasury and ISC standards, including physical security enhancements and technology upgrades. Additionally, the employee provides analytical support to the SAMC Section Chief in incident assessment and communication. Program Execution and Compliance Assurance (20%) Executes tasks and projects as assigned by the SAMC Section Chief, focusing on quality and timely completion. Monitors compliance with policies and regulations in daily operations and reporting processes. The employee ensures accurate reporting and assessments, supporting the security and protection of sensitive information. The role also includes assisting in program support and compliance, ensuring adherence to security policies and industry best practices. Data Analysis, Reporting, and Advisory Support (20%) Assists in data analysis concerning insider threats and security incidents, supporting decision-making processes. Creates comprehensive reports and presentations for senior leadership to provide insights into security challenges and areas for improvement. Provides clarifications and recommendations to senior managers and directors. Documentation Management and Communication Facilitation (20%) Responsible for maintaining and updating documentation related to security initiatives, procedures, and training materials. This includes communicating within the security department, promoting knowledge sharing and awareness among internal and external stakeholders. Additionally, the employee administers critical IRS employee verification programs, including the IRS Flying while Armed program for CI with the Federal Aviation Administration and Transportation Security Administration; the CI Federal Fugitive Verification (warrant) program for CI with all local, state, and federal law enforcement agencies; and coordinating with external agencies for SB/SE employee interactions with Taxpayers. This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: EDUCATION/GENERAL EXPERIENCE GS-05: To be eligible for this position at this grade level, you must have at least two (2) years of general experience at a level of difficulty and responsibility equivalent to the GS-04 grade level in the Federal service. General experience for this position includes: Experience that is in or related to this position and provided you with the particular knowledge, skills, and abilities to perform successfully the duties of this position. Examples of qualifying specialized experience may have been gained in clerical positions in support of an information security program reviewing security reports for indications of improper activities; in a clerical position identifying obvious problems; in a clerical position safeguarding and handling sensitive records, reports, and materials; In a clerical position that supports a review program and reviews forms and other documents for completeness and accuracy. OR EDUCATION: Four (4) years of education above high school. OR COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience equivalent to combinations of successfully completed post-high school education and experience. SPECIALIZED EXPERIENCE GS-06: To be eligible for this position at this grade level, you must have at least one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position includes: Experience that is in or related to this position and provided you with the particular knowledge, skills, and abilities to perform successfully the duties of this position. Examples of qualifying specialized experience may have been gained in positions in support of an information security program reviewing security reports for indications of improper activities; identifying potential and actual problems; reporting findings; recommending corrective actions; safeguarding and handling sensitive records, reports, and materials; that supports a review program and reviews forms and other documents for completeness and accuracy; assisting others in recommending changes in information security related procedures. SPECIALIZED EXPERIENCE GS-07: To be eligible for this position at this grade level, you must have at least one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-06 grade level in the Federal service. Specialized experience for this position includes: Experience that is in or related to this position and provided you with the particular knowledge, skills, and abilities to perform successfully the duties of this position. Examples of qualifying experience may have been gained in positions in support of an established information security program reviewing information security reports for indications of improper activities; identifying potential and actual problems and probable causes; researching specific issues; recommending corrective actions; safeguarding and handling sensitive records, reports, and materials; reviewing personnel security information forms and other documents for completeness and accuracy; maintaining various security databases; recommending changes in security related procedures, policy, and standards; reviewing information security guidance requests to identify general policies and procedures; reviewing information security forms; and preparing charts, graphs, and other information security related documents.
