The primary purpose of this position is to serve as the Quality Assurance Evaluator (QAE) for the Base Transportation Function; Motor Vehicle Management, Vehicle Maintenance, Vehicle Operations; Traffic Management; Combat Readiness and Airfield Operations and resources for a contractor operated Base Operating Services Account.

Duties

Uses technical knowledge and expertise in the operation of transportation functions to assure proper assessment of contractor performance. Receives and processes complaints from base customers. Serves as the primary point of contact for complaints relating to the transportation function. Assists the ACO in providing training to base customers in the contractor's procedures/responsibilities. Prepares various report, forms, operating instructions (Ol's), correspondence, and other quality assurance documents. Assists Accountable Officer (AO) in developing documentation for new requirements and changes to the contract Performance Work Statement. Assists in the evaluation of the contractor proposals.

  • May be required to travel by commercial or military aircraft or vehicle in support of temporary duty (TOY) assignments.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions, Transportation Specialist Series, 2101. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Education: Undergraduate and Graduate Education: Major study -- accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. OR Specialized Experience: experience that demonstrated a knowledge of the transportation function(s) of the position to be filled. In addition to meeting the basic requirement or individual occupational requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge and understanding of governing transportation procedures, instructions, and manuals. Knowledge of Airfield Management and the Air Force Transportation system, functions, operations, and programs. Knowledge of general contacting terms to allow proper interpretation and enforcement of applicable Tabs of the Base Operating Services (BOS) Contract. Knowledge of functional environmental protocols for transportation. Working knowledge of microcomputers and various software packages including, but not limited to word processing, databases, Air Force unique programs, and graphics. OR EDUCATION: Successfully completed a master's or equivalent graduate degree, or two (2) full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., with a major study in or related fields such as accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics or other fields related to the position. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge and understanding of Airfield Management, Transportation and associated equipment to effectively evaluate the quality of services, identify deficiencies, determine the source and cause of problems, and recommend changes in operational methods, equipment and or procedures. Knowledge of safety requirements associated with hazardous materials. Knowledge of Environmental Protection Agency (EPA) requirements associated with transporting hazardous materials. Knowledge of governing transportation and airfield management procedures, instructions, and manuals. Knowledge of established procedures and techniques for quality assurance and skill in applying established quality control plans and methods to all aspects of contractor performance. Knowledge of communication techniques, principles, and regulations to communicate effectively, both orally and in writing. Skill in establishing and maintaining effective working relationships. Ability to analyze deficiencies, write and prepare reports, and present findings and recommendations, and to plan, organize work and meet deadlines. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
