Duties

This is a GG-14 position in the Defense Civilian Intelligence Personnel systems) DCIPS). The GG-14 duties of the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GG/GS grade base on the selectee's qualification in relation to the job ***Salary Ranges includes local market supplement*** DUTIES Serves as a program analyst applying intelligence operations, analytic expertise and evaluative work-related to resource programs, financial management and planning of operations and organizational efficiency/ productivity as applied to aspects of Defense Intelligence Enterprise (DIE) programs, policies, and concepts. Develops new methods for testing and evaluating the effectiveness of planning, programming, and budget actions/processes in support of mission and operational plans. Prepares and presents high level briefings of conclusions, many being highly subjective and not readily susceptible to verification until actual operational situations are encountered. Maintains a continuous liaison with other Senior Staff, other service headquarters counterparts, and DOD offices to integrate CDM and OUSD(I) priority support actions.

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.
  • Position is designated Special-sensitive, and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.

  • Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program.

  • Education and/or expert level of experience within the Management and Program Analysis Series field, as it applies to RDT AND E projects and efforts within the intelligence arena,
  • and a comprehensive knowledge and/or practical application within Contracting Office Representative (COR) and/or acquisition arena is desired.

Examples of creditable experience include Knowledge of a wide range of concepts, principles, and practices in a professional or administrative occupation, such as would be gained through extended graduate study or experience and skill in applying this knowledge to difficult and complex work assignments; or a comprehensive, intensive, practical knowledge of a technical field and skill in applying this knowledge to the development of new methods, approaches, or procedures. Knowledge of Defense Intelligence Enterprise (DIE) program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Knowledge of the relationship of the various entities involved in overall planning and execution of complex procedures and techniques for testing and evaluating unique one-of-a-kind applications and the methods in which the PPBS process supports them. Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of plans and programs for managing, planning, budgeting and executing intelligence and operations utilizing diverse intelligence support structures and inter-agency cooperation on advanced concepts, principles and practices such as Intelligence, Surveillance & Reconnaissance systems; Special Communications; Collection Management and Operations; All-Source Analysis; Multi-INT integration; Information Systems; Planning, Programming, & Budgeting System (PPBS), acquisition, special operations, or similar operations. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making. Skilled in oral communications to present sensitive information and/or recommendations on complex matters to higher authorities; skilled in written communications sufficient to develop guidance, regulations and directives dealing with complex issues and maintain good working relations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
