The position is telework eligible consistent with the Agency’s telework and remote work program policy.This position is located in the Institute of Education Sciences, National Library of Education (NLE), in Washington, DC. The NLE is responsible for providing information resources and services for the understanding and improvement of education research through the collection, dissemination, and exchange of information to Department officials and the public.  

Duties

APPLICATION LIMIT: This vacancy announcement is limited to the first 75 applications received and will close at 11:59PM Eastern Time on the day that we receive the 75th application, or at 11:59PM Eastern Time on the listed closing date, whichever occurs first.  We encourage you to read this entire vacancy announcement prior to submitting your application.As a Librarian, GS-1410-09, you will be responsible for:Supporting the National Library of Education's (NLE) head librarian with planning including the review of NLE policies, standards, and procedures concerning all aspects of library operations.    Supporting the Head Librarian with one or more of the following library service functions: 1 Reference and Research, 2 Collection Development and Management, 3 Marketing and Outreach; and 4 Technical Services.  Supporting the Head Librarian with contract management to include market research on library products, vendors and acquisition activities through the Department's Contracts and Acquisition Management (CAM) and the Federal Library and Information Network (FEDLINK).

  • Relocation will not be paid.
  • Males 18 and over must be registered with the Selective Service.
  • A background investigation and fingerprints will be required.

Qualifications

Minimum Qualification RequirementsYou may meet the minimum qualifications for the GS-09, if you possess the specialized experience, education, or a combination of the two.Specialized Experience for the GS-9One year of experience in either federal or non-federal service that is equivalent to at least a GS-07 performing two (2) out of three (3) following duties: 1. Experience applying information science policies, standards, and procedures to locate, classify, select, control, or preserve information. 2. Experience applying integrated library systems, library applications, and other information technologies.3. Experience applying collaboration and communication technologies.  ORTwo full years of progressively higher level graduate education or master's in library science or equivalent graduate degree, e.g., LL.B. or J.D., related to the position. OR A combination of both education and experience in which the total percentages must equal at least 100 percent to qualify an applicant for that grade level. Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).1. Knowledge of standard methods, techniques, concepts, and principles in one or more specialty areas of librarianship.2. Knowledge of methods, techniques, concepts, and principles of librarianship including reference services.3. Skill in effective oral and written communications. You may meet the minimum qualifications for the GS-11, if you possess the specialized experience, education, or a combination of the two. Specialized Experience for the GS-11One year of experience in either federal or non-federal service that is equivalent to at least a GS-09 performing two (2) out of three (3) following duties: 1. Experience assisting in the development of library policies and procedures in one or more functional areas.  2. Experience identifying and/or analyzing potential technology solutions to improve library services.3. Experience designing web-based library content and services. OR3 full years of progressively higher level graduate education in library science or doctoral degree (Ph.D. or equivalent) related to the position. OR A combination of both education and experience in which the total percentages must equal at least 100 percent to qualify an applicant for that grade level. Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). Education

Applicants must meet both the basic requirements listed below and specialized experience and/or education listed above in the Qualifications section.

Basic Requirement

  1. Completion of 1 full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree;

    or

  2. A total of at least 5 years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services.

Foreign Education:

Education completed in foreign colleges or universities may be used to meet education requirements if you can show that the foreign education is comparable to that received in an accredited educational institution in the United States.
