This position is in Region 3, Chesapeake Bay Program Office. About Region 3: R3 This is an office-centered position*--you must physically report to the duty station stated in this announcement on a regular basis.*Work-from-home flexibilities may be authorized as described in the Benefits section.

Qualifications

NOTE:  You must meet qualification requirements by the closing date of this announcement. To qualify for the GS-15 level, you need to have at least one year of full time experience equivalent to the GS-14 level defined as evaluating organizational effectiveness for program improvement; developing short and/or long-range plans for utilization of resources. Your answers to the on-line assessment will be used to evaluate your competencies in the following areas:  1) Ability to conduct program evaluations for recommendations on priorities for the Agency; 2) Skill in project management; 3) Skill in analyzing organizational effectiveness for program improvement; 4) Skill in the development of short and/or long-range plans for utilization of resources including funds; 5) Knowledge of human capital, human resources workforce development, management, and/or organizational development; 6) Skill in oral communication; 7) Skill in written communication; and 8) Skill in applying qualitative and/or quantitative methods for the improvement of organizational effectiveness. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
