You will serve as an ELECTRONICS ENGINEER in the US NAVAL OBSERVATORY of NAVOBSERV.
Duties
You will support the specification of requirements, the development of systems or software, the transition of the systems or software to operations, and other electronics engineering operations.
You will write and present scientific and technical material to audiences ranging from USNO staff to governmental or international experts.
You will create standard operating procedures, documenting software, and document the requirements and design review of projects.
You will perform a wide variety of research with the goal of contributing toward DoD-related problems.
You will participate in the processing and analysis of data in support of the mission area.
You will serve as team member, team lead, program manager or sole authority for significant projects for system engineering, design/development of subsystems including electronic or electromechanical subsystems required for operations.
You will maintain electronic/computer systems that automatically collects timekeeping data, and monitors and controls the dissemination of Precise Time and Time Interval (PTTI) information in secure environments.
You will assist with development of new or significantly enhanced Measurement, Time, Transfer and other PTTI systems.
You will assist with initiating and developing significant improvements to major operations of PTTI systems involving time transfer systems, the electronic infrastructure supporting the master clock and their full environmental stabilizing systems.
You will develop and maintain contact with users in the local, national and international timekeeping community by serving in an advisory capacity without close supervision.

Qualifications
GS - 11
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS - 09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience independently planning, designing, and carrying out programs, projects, studies, and other duties.
Experience with a wide range of technical methods, principles, requirements, work techniques, and practices in electronics.
Experience applying standardized, analytical and evaluative methods and techniques sufficient to advise on or resolve difficult but well precedented, factual, procedural, and/or recurring issues.
Experience with electronics engineering concepts, theories, principles, and practices applicable to the design, construction and maintenance of precise time and time interval systems.
Experience applying an extensive body of standard procedures or operations requiring extended training.
Experience performing installation, maintenance, operation, and testing duties with unique and specially designed instruments.
Experience recognizing inconsistencies and reporting errors and other deficiencies in technical data.
GS - 09
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS - 07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience in technical methods and practices within the Electronics Engineering specialization sufficient to select and efficiently implement standard methods and procedures based on assignments.
Experience using, adapting and adjusting equipment for optimum operation and use.
Experience interpreting plans and specifications; to include inspecting and testing a variety of equipment and materials.
Experience with standard electronics test equipment such as multi-meters, oscilloscopes, spectrum analyzers, and network analyzers.
Experience troubleshooting electrical and electronics systems.
Experience with a wide range of electronics technical methods, principles, requirements, work techniques, and practices.
Experience with electrical engineering; to include radio frequency engineering and microwave engineering.
Experience in applying a wide range of technical methods, principles, requirements, work techniques, and practices in electronics.
Experience applying standardized, analytical and evaluative methods and techniques sufficient to advise on or resolve difficult, factual, procedural, or recurring issues.
Experience performing installation, maintenance, operation, and testing duties, to include employing unique and specially designed instruments.
