The primary purpose of this position is to serve as a service contract quality assurance evaluator and International Merchant Purchase Authorization Card (IMPAC) representative, providing technical assistance as a service contract analyst by creating and maintaining service contracts, as well as serving as a Quality Assurance Evaluator, performing inspection duties.
Duties
Maintains inspection control and surveillance over a wide variety of service type contracts involving a large number of locations in and on facilities on and off-base, as well as equipment rentals and leases.
Prepares necessary documentation for new or recurring service contracts.
Acts as the Civil Engineer representative to Contracting for all assigned service contracts. Develops, evaluates, reviews and recommends contract change orders, modifications or other funding requirements.
Acts as Alternate International Merchant Purchase Authorization Card (IMP AC) official for the Maintenance Engineering (1 CES/CEOE) Element.
Keeps abreast of emerging technologies to ensure program development will not prematurely become obsolete.
Complies with health, safety, and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions, Engineering Technical Series 0802
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes considerable knowledge of full range of standard principles and techniques of Quality Assurance Evaluator (QAE) responsibilities to independently identify, select and adapt precedents to solve a variety of problems for specialized requirements of project; Comprehensive knowledge of the installation/command mission and organization.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-08 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of standard contracting regulations, practices, and procedures, and, specifically, knowledge of the principles, concepts, terminology, and methodology of planning or revising service contracts. Knowledge of general contract quality assurance Surveillance procedures, and understanding of all contract and surveillance requirements of the specific contracts he/she surveys. Knowledge of symbols, terminology, and accepted standards used in engineering drawings.
2. Maintain technical competency in the functional area he/she surveys.
3. Knowledge of engineering and construction standards, methods, practices, and techniques, materials, and equipment to determine compliance with federal, state, and local codes and regulations. Knowledge of the operations, products, services, needs, and goals of the program(s) and the organizations studied or served, and related customers, functions, resources, and users.
4. Knowledge of automated data processing concepts, systems capabilities, and economic usage to effectively accomplish assigned functions. Knowledge of health, safety, and environmental requirements as outlined in applicable standards, regulations, and/or technical orders.
5. Ability to analyze, interpret, and apply rules, regulations, and procedures in a variety of situations and recommend timely and economical solutions. Ability to coordinate, plan and organize work with other engineering disciplines and architects. Ability to make mathematical computations using standardized tables and formulas.
6. Ability to plan, conduct, and record site/facility surveys and inspections. Ability to communicate effectively, both orally and in writing and maintain good working relations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
