The primary purpose of this position is to to supervise the day-to-day operations of the Youth Activities Cetner, Teen Center, and Youth Center nnex. In this capacity the position develops, implements, and administers youth program in accordance with the Military Child Care Act of 1989 and 1996, AFI 34-249, AFI 34-801, FAM 34-250 and AFM 34-251.
Duties
Plans organizes, and directs the Youth Activities Program, ensuring the program complies with legal and regulatory requirements and meets customer needs.
Exercises supervisory personnel management responsibilities.
Represents the Youth Activities Program with a variety of installation and functional area organizations.
Serves as the Youth Programs Section Chief for a diversified educational and recreational program in a large-sized community comprised of active and retired military, family members, and authorized DoD civilians, including contract personnel in an area with a harsh climate and other environmental conditions that compound the successful operation throughout the year.
Manages funds and resources to include developing the annual NAF budget for five different cost centers, which includes submission and prioritization of program component requirements.
Promotes community awareness of the full scope of Youth Activities programs and services.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- This position is a childcare/ youth services position subject to background checks in accordance with Public Law (PL) 101-647.
- Must be able to obtain a Food Handler’s Certification.
- Works and uncommon tour of duty to include weekends and evenings.
- IAW AFI 34-801, pre-employment physical examination with a renewal at least every three years and a specified immunizations are required.
- Must complete additional training requirements as specified by program guidance and Flight Chief. Training may be conducted during weekend and evening hours.
- Physical exertion required such as climbing steps and lifting up to 25 pounds.
- This is a drug testing designated position. The incumbent is subject to random testing for drug use.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions to include the Individual Occupational Requirements (IOR) for the GS-1701, General Education and Training Series.
BASIC REQUIREMENT FOR GS-1701 POSITIONS: Applicant has a Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to the position.

COMBINATION OF EXPERIENCE AND EDUCATION: -- I has a combination of education and experience -- courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above. Note: You must submit a copy of your transcripts with your application.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicant has least one year of specialized experience equivalent to the GS-09 grade level or higher (or equivalent in other pay systems) which includes formulating plans, preparing budgets, and establishing operations policy for youth programs such as, character and leadership development, education and career development, health and life skills, sports fitness and recreation; league youth sports programs; school-age programs, and youth transition programs; holiday camps and day summer camps.

EDUCATION: Applicant has successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. COMBINATION OF EXPERIENCE AND EDUCATION: ???????Applicant has less than the full amount of specialized experience required but I have more than 2 years of graduate level education with a major or subject area related to the position to be filled. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Professional knowledge of youth development, education and recreation principles, concepts, methods and techniques to plan and direct a large and diversified Youth Activities Program carried out thought Youth Centers and Annexes.
Ability to analyze, plan and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
Ability to plan, organize, and direct the functions and staff of a large organization. Ability to communicate effectively, both orally and in writing.
Knowledge of regulatory requirements, policies and practices governing the operation of youth activities program, e.g., fire, health, safety, facility requirements, food service regulations, design criteria, and equipment requirements. Ability to evaluate and monitor compliance with these requirements.
Knowledge of budget, finance, and resource management practices and procedures in relation to meeting program goals, and objectives. Knowledge and ability to plan, conduct and supervise training programs for Youth Activities staff in program related subject matter, as well as parent information programs.
Skill in compiling and composing both quantitative and narrative reports for a variety of agencies based on analyzing data and circumstances. Skill in determining the qualifications and suitability of adults to work with youth. ???????
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
