Duties

Communicate with oil and gas operators, third party contractors, WY State Oil and Gas Commission, and fellow BLM employees. Witness drilling of oil and gas wells. Witness plugging of oil and gas wells. Perform Production Inspections as outline in the I and E Risk Based Strategy. Perform Enforcement actions as outlined by Regulation, policy, I and E Strategy, and guidance.

  • PET POSITIONS ONLY-0802: You must successfully complete the BLM Petroleum Engineering Technician (PET) Certification Program and continue service in the Federal Government for 2 years from the date of obtaining PET certification.

Qualifications

BASIC REQUIREMENT: Specialized Experience (for positions at GS-4 or equivalent and above): Examples of qualifying specialized experience include technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as: Planner and estimator who analyzed designs for production purposes. Instrument maker or model maker who performed design or development work on devices fabricated. You must successfully complete the BLM Petroleum Engineering Technician (PET) Certification Program and continue service in the Federal Government for 2 years from the date of obtaining PET certification. This position requires a considerable amount of math at the high school algebra level to verify volume and height of cement and other drilling fluids and oil and gas volumes to account for production from Federal oil and gas leases, and other assignments in order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. You must meet the Basic Requirement above AND one of the following: To qualify for the GS-6, you must meet one of the following: one year of specialized experience, equivalent in difficulty and complexity to the next lower grade (GS-5). Example: work as a petroleum engineering technician (PET) or similar position having received training or assisting with work in support of the discovery, development, production, and conservation of petroleum and/or natural gas or inspecting well production equipment, production handling, and surface activities following established methods and processes. OR Education: One year (18 months) of directly related graduate level education (i.e. major study in petroleum engineering or related field). OR An equivalent combination of Education and Experience. To qualify for the GS-7, you must meet one of the following: Specialized Experience: one year of specialized experience, equivalent in difficulty and complexity to the next lower grade (GS-6). Example: work as a PET, or similar position, where you performed work in support of the discovery, development, production and conservation of petroleum and/or natural gas or inspecting well production equipment, production handling, and surface activities following established methods and processes. OR Education: one year of graduate education directly related to the work of this position (i.e., major study in petroleum engineering or a related field). OR An equivalent combination of Education and Experience. To qualify for the GS-8, you must meet one of the following: Specialized Experience: one year of specialized experience, equivalent in difficulty and complexity to the next lower grade (GS-7). Example: performing work as a PET, or directly related position, involving most phases of drilling and production inspection and enforcement activities under minimal oversight and supervision, ensuring safe and efficient development of operations for the successful production of minerals in conformity with Federal regulations and requirement. OR Education: Two years (36 semester hours) of directly related graduate level education(i.e., major study in petroleum engineering or a related field). OR An equivalent combination of Education and Experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement.
