You will serve as a MARINE TRANSPORTATION SPECIALIST in the Operations (N3) of MSCPAC REP PUGET SOUND. ***This Job Opportunity Announcement is using an additional online assessment tool to evaluate applicants. Duties

You will inspect cargo gear and hold to ascertain that ships meet prescribed standards of cleanliness, safety and ability to perform cargo operation. You will take direct actions to ensure that contractual responsibilities are fulfilled and expeditiously accomplished on Time and Voyage charters. You will compile detailed reports on ships in-port and cargo activities such as reports on utilization of stevedore gangs, actual loading or discharging hours, lashing time, actual time of departure, storing, etc. You will procure and pay for all Port Services to include, but not limited to tug, harbor pilots, docking pilots, fuel, barges, booms, berths, shore power, water, steam, CHT, phones, vehicles and other requirements that may be authorized. You will investigate and assemble data on cargo and ship damages necessary for processing claims.

  • Must be determined suitable for federal employment.

  • Travel may be required to meetings in theater and to visit ships in the AOR.
  • This position is designated Mission Essential.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Using ship and terminal operations regulations and guidelines such as International Safety Guide for Oil Tankers and Terminals, International Maritime Organization (IMO), and organizational, (e.g., Military Sealift Command), Regulations and Procedures; Utilizing concepts, principals, and practices in the maritime industry and applying these concepts, principals, and practices as relating to difficult and complex operational requirements; Analyzing/evaluating vessel information against cargo requirements; Arranging ship support at various ports, (i.e., marine port services, berth restrictions, and availability of tug and line handling services); AND Adhering to tanker operations and practices for tanker loading and discharging, and tank-washing requirements and operations. Or SUCCESSFUL COMPLETION of three "3" full years of progressively higher level graduate education leading to such a degree - provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position (MUST be RELATED)

Or SUCCESSFUL COMPLETION LL.M., if related:

Education

Undergraduate and Graduate Education: Major study - accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position.
