THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is a WS-8852-09 AIRCRAFT MECHANIC SUPERVISOR (TITLE 32), Position Description Number D0733000 in FAC 21Q000 and is part of the MO 139th Airlift Wing. APPOINTMENT FACTORS: This is a Permanent Excepted Service position. This is a non-bargaining position. This position is also advertised on AGR Announcement #AF24-030.

Duties

Plans weekly or monthly work schedules and sequence of operations. Establishes deadlines and priorities based on established general schedules, methods and policies. Arranges for adequate personnel, materials and equipment to accomplish the work. Explains prescribed methods and procedures; instructs subordinates on new procedures and provides assistance on problems. Obtains approval from supervisor for changes in standard or prescribed procedures and changes in work operations. Suggests ways or methods to improve operations or reduce costs. Recommends individuals to fill vacancies or for promotion or reassignment. Assists in the establishment of performance standards and makes recommendations for performance appraisals. Counsels with employees on disciplinary issues and recommends disciplinary action. Attempts to resolve informal complaints and grievances, referring unresolved or more serious issues to supervisor. Conducts on-the-job training and recommends employees for formal training programs. Schedules leave and approves leave for short periods of time. Encourages employees to participate in suggestion or cost reduction programs. Implements regulatory safety requirements and ensures that subordinates wear appropriate safety equipment and follow pertinent safety precautions. Prepares for and participates in various types of readiness evaluations, inspections, mobilization and command support exercises. Performs the nonsupervisory functions of the organizational segment supervised. Performs other duties as assigned.

Requirements

  • Advanced in hire rate may be granted to set pay above the minimum rate of the grade for a new employee if he/she possesses superior qualifications relevant to the positions' requirements and is essential to accomplish the agency's mission.
  • Creditable Service for Annual Leave accrual may be granted to new employees if he/she possesses superior qualifications essential to the position; and which were acquired through performance in a non-federal or active duty uniformed service position.
  • The duties performed in a non-federal or active duty uniformed service position must directly relate to the position to which appointed and such qualifications are necessary to achieve an important agency mission or performance goal to be eligible.
  • This is an Excepted Service position that requires membership in a compatible military assignment in the Missouri National Guard prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an Excepted Service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.

Qualifications

MILITARY REQUIREMENTS: Compatible military grade and assignment required prior to the effective date of placement. This is an Excepted Service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. Selected candidate will be required to be in a compatible military assignment prior to effective date of placement. Selected candidate must be AFSC qualified within 12 months from date of appointment. Maximum Military Grade: MSgt (E-7) Minimum Military Grade:TSgt (E-6) immediately promotable to MSgt (E-7) Enlisted - AFSC 2A3XX, 2A590, 2A5X1, 2A5X4, 2A6XX, 2A8X1, 2A8X2C, 2A8X1C or 2A8X1E Supervisor must verify that selected individual occupies a compatible military position. Technicians will not be militarily senior to their full-time supervisor or wage leader (grade inversion). GENERAL EXPERIENCE: Must possess experience, education or training which demonstrates your ability to provide technical assistance and organize assignments for subordinates; estimate materials and manpower needed for specific jobs; read and interpret blueprints, diagrams, schematics and technical publications; and maintain records and reports. WS-09 SPECIALIZED EXPERIENCE: Must possess 36 months of specialized experience which demonstrates your ability to plan and organize work assignments directly or through one or more subordinate leaders and/or supervisors. Experience reviewing work requirements and establishing priorities to meet deadlines; knowledge of various lines of work performed by the function and associated support organizations and dealing effectively with other people. Experience supervising through subordinate supervisors, or the potential to perform such duties as evidenced aby the ability to communicate, skill at applying human relations techniques, knowledge of general supervisory concepts, knowledge of shop processes; and adapt existing equipment and techniques to new situations. Must currently hold or have held AFSC 2AXXX.
