The incumbent assist the Prosthetics Program Manager in the overall management of clinics held at this facility in addition to circumstances involving other facilities and services. These efforts are aimed at veteran satisfaction. The incumbent must also maintain good public relations with a large number of commercial prosthetic manufacturers and serves as interpreter of regulations and the representative of the Veterans Administration.
Duties
Duties to include but not limited to the following:
Incumbent assists the Prosthetic program Manager in counseling veterans relative to all phases of the Prosthetic and Sensory Aids Program and serves as the Supervisor over a minimum of four ( 4) Purchasing Agents with COCP warrants from Contracting with authority to purchase individual items valued up to $25,000.00 on contract.
The incumbent advises visually impaired veterans as to the type of aid which would be of the most benefit to them, and determines which type is necessary taking into consideration such things as history of a medical condition/s and previous insurance as a guide for determination.
The incumbent advises spinal cord injury patients as to type of wheelchair cushion, etc., that are medically advisable for.
The incumbent advises back pain patients as to current items available for their transcutaneous nerve stimulators, such as leads, electrodes, gelatin conductor, etc.
The incumbent counsels veterans who have problems with private repair companies and resolves differences between them; determines if payment is to be made or delayed based on facts of each case.
The incumbent coordinates the delivery of Home Medical Equipment, to include the provision of home oxygen therapy through contracted providers.
The Supervisory Purchasing Agent coordinates National Prosthetic Patient Data (NPPD) and inventory reports, and assures data for these reports is accurate; insures each separate fund account is monitored closely to prevent overspending with a present budget of approximately $2,250,000.00 per quarter.
He/she assist the Service Chief, and assists in budget estimates preparation.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/21/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: possessing knowledge of various types of contracts, techniques or requirements for contracting or procurement along with contract negotiation and administration; develop insights into situations and apply innovative solutions to make organizational improvements; knowledge of the principles, procedures, and requirements for maintaining control and accountability of obligations and expenditures for various fund accounts, identify methods to improve the production and efficiency of the prosthetics administration, operates PSAS software package to maintain detailed and accurate accounting, review prosthetic request for completeness to justify issuance of prosthetic devices.
