As an Investigative Analyst, administers and coordinates the Vessel-Operating Common Carrier, Non-Vessel-Operating Common Carrier and Ocean Freight Fowarding Review Audit Program and the Ocean Transportation Intermediaries (OTI) Compliance Program; administers the internal review process for noncompliant OTIs; conducts preliminary review of requests for enforcement action; and provides research and analytical assistance for cases under the Shipping Act of 1984 and other statutes.
Qualifications
You must meet the following requirements by the closing date of this announcement:
GS-11: You must have at least one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes:
Analyzing information obtained from case files, reports, industry representatives, and/or commercial and agency databases to determine alleged or suspected violations statues and regulations in international trade;
Applying analytical, evaluative and research techniques to identify and evaluate data obtained from various sources and preparing investigative and/or audit reports; and
Communicating with parties in the international trade industry, general public, and/or state and local entities on investigative or audit matters.
OR
Have Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree; or LL.M., if related.
OR
Have a combination of experience and education described in A and B above which, when combined, equals 100% of the total specialized experience for this position. Only graduate education in excess of that required for a master's degree or equivalent may be used when combining education and experience to meet the total qualification requirements.
GS-12: You must have at least one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:
Analyzing and evaluating licensing, certification and/or practices regarding individuals or entities operating in international maritime trade or maritime transportation to prepare reports or recommendations;
Analyzing information obtained from case files, reports and commercial and agency databases to determine suspected violations of shipping statutes and regulations; and
Communicating program-related information or assistance to the general public pertaining to compliance with, or enforcement of government statutes, regulations and policies in the maritime industry.
GS-13: You must have at least one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:
Analyzing and evaluating licensing, certification and/or practices regarding individuals or entities operating in international trade or transportation to prepare reports or recommendations;
Reviewing/assessing maritime transportation business practices and procedures and compliance with import/export procedures in the U.S. international trade;
Participating in audits of books and records of regulated entities or participants involved in the international trade or transportation activities; and
Evaluating need for edits, updates or license amendments to agency records and databases; and facilitating communication with agency headquarters contacts, the maritime industry, and the general public.

For the GS-12 and GS-13: there is no education substitution at these grade levels.
