About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25.

Duties

Serves as the Property Book Officer: Maintains the Battalion property book and coordinates the accounting requirements of hundreds of line items valued at millions of dollars. Participates during supply conferences, USR reporting discussions and decisions and assist with Command Supply Discipline Programs. Reviews all requirements from using activities and directs requisitioning/procurement, receipt, storage, and issue of supplies and equipment. Provides supply support for Bill of Materials (BOM) projects, to include coordinating storage and delivery requirements. Maintains property accountability on the Global Combat Supply Support-Army system. Manages all phases of property accountability through primary hand receipt holders’ records, property transactions, authorizations, inventories, lateral transfers, turn ins, supporting documentation and force modernization fielding’s. Maintains accurate accounting and reporting systems and performs routine phases of supply property management. Interfaces with counterparts at Brigade and in other commands/organizations as required ensuring appropriate support and resolving property issues peculiar to the 30th Signal Battalion/NEC, 516th Signal Brigade and Regional Cyber Center levels. Conducts long and short range planning for problems that affect supply operations by researching and analyzing trends and recommending improvements to reduce bottlenecks and operating issues. Recommends revisions to policies and procedures based on assessment of operations that form the basis of and which regulate the functions of equipment management, property accounting and supply within the 30th Signal Battalion.

  • Three year trial/probationary period may be required.
  • Incumbent of this position must be able to obtain and retain a SECRET security clearance.
  • The employee may be required to work over-time.
  • The employee may be recalled to duty.
  • Position is subject to situational or ad hoc telework. Telework agreement required.

One year of specialized experience which includes developing and executing programs to ensure maximum utilization of logistical resources; provides guidance/assistance on logistical matters to units located within the organization; provide logistical support in areas of supply, procurement, property accountability, transportation, equipment, and/or maintenance/facilities; conducting staff visits; preparing special and recurring reports; and recommending the disposition or redistribution of excess equipment/materiel.

Education

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
