The primary purpose of this position is to perform the full range of journeyman-level utilitiy system operation, maintenance and repair duties, such as installing, repairing, and modifying water distribution, sewage collection, natural gas distribution systems, facility plumbing, and operating propane-air mix plant, along with ancillary systems and equipment.
Duties
Independently installs, modifies, repairs, and maintains a variety of new and existing utility, supply, and disposal systems and equipment such as water/natural gas distribution systems and sewage collection.
Assembles, installs and repairs pipes, fittings and fixtures of heating, water, fire sprinkler, and drainage systems, according to specifications and facility plumbing and life safety codes, including urinals, toilets, water closets, showers, sprinkler heads, and other common interior plumbing apparatus.
Follows established procedures to operate and maintain propane-air mix plant, including storage, production and distribution systems.
Uses and maintains tools such as, multi-meters, flange spreaders, motor joists, lifts, hydraulic jacks, impact wrenches, pneumatic tools, air compressors, torque wrenches, prover tanks, master meters, portable electrical and air driven pumps, tubing benders, tapes, rules, plumb bobs, hand and power pipe threaders, cutters, pipe wrenches, angle drills, hacksaws and power saws, power sewer cleaning equipment, various combustible gas and toxic vapor detectors and meters, self contained breathing apparatus, supplied air respirators, and various personnel protective equipment.
Utilizes safe work practices and procedures following established safety rules and regulations and maintains a safe and clean work enfironment.

- Must be able to obtain and maintain DoD certification to perform Backflow Prevention Program maintenance and documentation requirement
- Must be able to complete the USAF (or equivalent) Fire Suppression Systems Maintenance Course
- May be required to enter confined spaces. Must be able to complete initial and refresher confined spaces entry courses
- Incumbent must be able to obtain and maintain Asbestos Worker certification accredited by the Environmental Protection Agency, and be physically capable of wearing associated protective equipment, including a respirator
- Must be able to obtain and maintain a valid driver's license
- As required, must be able to train and/or guide other personnel in performance of various utility system and plumbing installation, maintenance and repair duties
- Employee may be assigned minor administrative duties associated with shop program management. Examples include documenting maintenance actions performed on a backflow device or a fire suppression system
- Employee may be required to work irregular work schedules or shifts and occasionally perform emergency standby duties
- May be required to perform other duties related to position
- Must be able to learn procedures for Propane-Air Mixing Plant operations, maintenance and repair; to include prestart inspection, start-up, operation, adjustments, and shutdown
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force

Qualifications
In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C.
QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-4742-10 Utility Systems Repairer-Operator position. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.
The screen out element for this position is the ability the ability to do the work of a Utility Systems Repairer-Operator without more than normal supervision.
JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of utility distribution, storage, and collection system installation/isolation/repair, and of the physical properties and hazards associated with the various systems encountered.
Knowledge of operation, maintenance, and repair of dry-pipe, wet-pipe, aqueous film-forming foam and high-expansion foam fire suppression systems for aircraft hangars and other specialized facilities.
Knowledge of safety, environmental and security regulations, procedures, and practices. Knowledge of technical practices in order to plan, lay out, install modify, troubleshoot and repair various systems and equipment.
Skill in techniques used to measure, cut, thread, join, and fit piping and tubing.
Skill in using and maintaining various hand and power tools such as multi-meters, flange spreaders, motor joists/lifts, hydraulic jacks, impact wrenches, pneumatic tools, air compressors, torque wrenches, etc. Skill in installing, modifying, and repairing new and existing non-industrial & industrial facility plumbing water supply and wastewater disposal systems and equipment.
Ability to analyze deficiencies and diagnose malfunctions of system components such as automatic control valves, pumps, flow meters, etc.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
