This position is located within the Fiscal Program at the James J. Peters VA Medical Center in Bronx, NY. The Civilian Pay Technician is responsible for determinations of pay, maintenance of payroll records and the completion of payroll reports and for the establishment, maintenance, review and disposition of time and leave records in a variety of pay and leave systems.
Duties

This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-07. At the GS-05 and GS-06 grade levels, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-07. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. The major duties include but are not limited to:
Operates under an automated payroll system in which data is coded and verified and submitted to the agency payroll processing center;
Processes a variety of complex pay cases with the full range of payroll functions;
Provides training and technical guidance to other Payroll Technicians in all phases of payroll;
Acts as a reference point for the most complex payroll cases and questions;
Reviews personnel documents relating to proposed personnel appointment, change or separation actions which affect the pay of employees;
Applies pay and leave laws, rules, regulations and agency policy regarding entitlements to overtime differentials, hazardous duty, holiday and special rates, premium pay, allowances, etc., which at times involve conflicting requirements;
Determines the completeness, accuracy, internal consistency and propriety of the pay action and ensues they are made in accordance with compensation and related pay scales, rules, regulations and instructions;
Makes complex pay adjustments which may involve transfers between pay systems differing in pay, leave and benefit entitlements and which may be retroactive over an extended period of time;
Handles written and in person inquiries from employees and supervisors concerning pay and leave issues;
Prepares assigned payroll-related reports and assures that submission is on a timely basis;
Audits time and attendance cards after payment and leave is released to the processing center; and,
Performs all other duties as assigned.
Work Schedule: Monday through Friday, 8:00 am - 4:30 pm.

To qualify for this position at the GS-05 level, you must meet one of the following:
Specialized Experience: Possess at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-4) in the federal service that has given me the particular knowledge, skills and abilities required to successfully perform the duties of a Civilian Pay Technician at a development level, and that is typically in or related to the position to be filled. Specialized experience includes responsibility for processing and verifying payroll transactions; knowledge of timekeeping procedures; ensuring accurate and timely pay for employees; applying an organizations' pay and leave policies to ensure accurate transactions; and using a computer to process payroll transactions and perform associated administrative duties. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE (TRANSCRIPT REQUIRED): Possess the successfully completion of four (4) years of education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial or technical school. COMBINATION OF EXPERIENCE AND EDUCATION (TRANSCRIPT REQUIRED): Posses the equivalent combinations of successfully completed post-high school education (beyond the second year) and specialized experience, as described above, which meet the total experience requirements for this grade level. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. NOTE: Transcripts (unofficial or official) must be submitted with your application materials. Education cannot be credited without documentation.
To qualify for this position at the GS-06 level, you must:
Specialized Experience: Possess at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-5) in the federal service that has given me the particular knowledge, skills and abilities required to successfully perform the duties of a Civilian Pay Technician at a development level, and that is typically in or related to the position to be filled. Specialized experience includes performing payroll and/or timekeeping duties such as extracting and entering data; reviewing payroll records/documents and making computations; reviewing and researching pay and leave issues; answering pay questions and explaining payroll requirements; preparing reports, memoranda and other correspondence using various computer software applications.
To qualify for this position at the GS-07 level, you must:
Specialized Experience: Possess at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-6) in the federal service that has given me the particular knowledge, skills and abilities required to successfully perform the duties of a Civilian Pay Technician, and that is typically in or related to the position to be filled. Specialized experience includes performing a full range of payroll and timekeeping duties including applying pay and leave regulations for multiple schedule types and pay schedules; verifying accuracy of payroll and making adjustments and corrections as needed; calculating overtime, premium pay, etc.; preparing time and attendance/payroll information for reporting purposes; and utilizing pay systems.
