Located at VHA Greater Los Angeles in the Mental Health-Domiciliary Care Program, a 289 bed clinical service that provides integrated interdisciplinary residential rehabilitation & health maintenance program to eligible veterans. The primary purpose is to provide support to health care management officials by analyzing data from various reports, patient surveys, preparing control correspondence responses, evaluating, advising on and/or coordinating health care delivery systems & operations.

Duties

Assists in the operation of the Residential Rehabilitation Treatment Program living units by providing direct resident care and administrative support to management staff and residents Performs a basic analysis of retrieved data to generate a variety of reports. Maintains automated system of program-specific data to track suspense's on items i.e. project milestones, progress reports, and compliance strategies, etc. Reviews documents, reports, and/or applications for omissions and inconsistencies prior to data entry. Compiles/organizes data for reports, charts or graphs used in evaluating staff hours and/or monies spent i.e. Overtime, Annual Leave, Sick Leave, AWOL, LWOP and grant hours. Identifies problems and/or opportunities to improve care through such avenues as informal meetings, statistical data, occurrence screens, incident reporting, procedure case review, etc. Plans, schedules and participates in meetings, briefings, presentations and conferences. Participates in /coordinates special projects and performs oversight of special programs and projects under the directions of the Domiciliary Chief and leadership. Prepares, maintains and/or submits Time and Attendance reports for assigned staff. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/19/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05 and for the GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: For the GS -07 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS- 05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Analyzing data from various reports, patient surveys, preparing control correspondence responses, evaluating, advising on and/or coordinating health care delivery systems and operations. Produces complex analyses and written reports, organizing special committees, workshops, or other gatherings and initiating program reviews. Performs cost and cost benefit analyses of the current contracts and budget for the service. Develops procedures and systems from establishing, operating, and assessing the effectiveness of administrative control systems and line or operating programs; and the accomplishment, evaluation, and/or monitoring of audits, inspections, or management or internal control reviews. Analyzes and evaluates, on a quantitative or qualitative basis, the effectiveness of programs or operations in meeting established goals and objectives. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education. OR, Superior academic achievement. Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.) For the GS -09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS- 07 in the normal line of progression for the occupation in the organization. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary. Typically, the employee may sit comfortably to perform portion of the work. However, there is periodic walking, standing, bending, carrying of light items such as medical records, instructional material, books and manuals. No special physical demands are required to perform the work. Work Environment: The work environment involves everyday risks or discomforts which require normal safety precautions typical of such places as offices, meeting and training rooms, libraries, and residences or commercial vehicles. The work area is adequately lighted, heated and ventilated. May require occasional travel.
