The purpose of the position is to perform a variety of administrative duties to support the Community Based Outpatient Clinic (CBOC) located in Fort Smith, Arkansas, a CBOC of the Veterans Healthcare System of the Ozarks in Fayetteville Arkansas. Provides final administrative decision making authority, responsibility, and is accountable for managing, facilitating, and reporting on issues impacting the operations of the CBOCs.

Duties

Duties include but are not limited to: Directs the administrative management activities of the Community Based Outpatient Clinics (CBOCs) assigned including interpreting administrative policies, developing, and implementing local policies, defining administrative requirements, and/or providing advice to management on related issues. Serves as the principal advisor on all administrative management matters associated with the VHSO CBOC programs and operations. Serves as Contracting Officer Representative (COR) and maintains COR training certification every two years. Prepares and submits billing for assigned CBOC and reconciles all corrections throughout the billing process. Responsible for ensuring equality and efficiency of services, as well as the provision of timely and appropriate level of care at all access points. Develops and participates in effective planning and resource management in administrative matters when indicated. Responsible for the monitoring and tracking of costs, as well as, preparing appropriate documents for contracts, sharing agreements, and fee basis authority between the CBOC and other organizations and agencies. Maintains new program areas and extends existing programs including writing proposals and justifications for funding, personnel, equipment, physical facilities, and clinical processes in the CBOC. Ensures appropriate measures are taken to mitigate any adverse impacts on patient care when projects in the clinic are considered and planned for that result in interruption of patient care services, utility shutdowns, computer and phone outages, changes in employee working conditions, etc. Independently plans, develops, and executes a system for providing required reports to facility management, VISN, VHA, OIG CAP, TJC, and other external organizations. This includes response to recurring reports, verification and validation of the data reported, and timely response to special reporting requirements. Manages an effective safety program providing and maintaining a clean, safe, and sanitary environment compliant with VA, TJC, and OSHA standards. - Responsible for meeting performance measures in the CBOC. Oversees operations and coordinates activities for an effective ongoing program to monitor, evaluate, and improve quality, performance, and appropriateness of health care delivered to outpatients. Work Schedule: Monday through Friday, 7:30am-4:00pm, subject to change based on the needs of the agency. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/17/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: possessing Microsoft Office skills, drafting communication materials, emails and reports; management of clinic operations, budgetary and financial aspects; ability to advise on all administrative matters; interpret administrative policies, develop and implement local policies. This experience must be supported by your resume to be creditable. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D, if related (TRANSCRIPT REQUIRED). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 1 full year of graduate level and specialized experience to meet total qualification requirements at the GS-09 level. (TRANSCRIPT REQUIRED). You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Primarily sedentary work. Typically, the employee may sit comfortably to do the work. However, there may be some walking, standing, bending, and carrying of light items like papers or books.
