Duties
For GS-05: Assist with Army accounting, budget, manpower and financial policies, systems, and proposed system changes.
For GS-05: Contribute to professional work in all aspects of financial management, including financial planning, budget formulation, justification, submission, and execution.
For GS-05: Assist with the review of transactions for accuracy and legal compliance in a financial database.
For GS-05: Pull of reports and collect data used to summarize financial issues and/or impact of policy changes.
For GS-07: Analyze and evaluate Army accounting, budget, manpower and financial policies, systems, and proposed system changes .
For GS-07: Furnish accounting, budget and manpower reports, and other resource management information reflecting the interrelationships between accounting, budgeting, manpower and other management data.
For GS-07: Provide interpretations of accounting, budget and manpower reports and other resource management data.
For GS-07: Draft briefings to summarize financial issues and/or impact of policy changes.
For GS-09: Review expenditures to ensure they are legal, proper, correct, within the local operating budget, and in accordance with the appropriate laws, regulations, and guidelines.
For GS-09: Perform special studies, analysis, and/or audits to identify accounting, budget, and manpower deficiencies.
For GS-09: Review transactions for accuracy and legal compliance in a financial database.
For GS-09: Draft presentations summarizing financial issues and/or impact of policy changes and brief management and/or financial leadership.
For GS-11: Recommend system changes to improve financial reporting or comply with new policy.
For GS-11: Interpret and evaluate general guidelines or references for local application to specific problems.
For GS-11: Monitor account balances to facilitate management administration of budget execution.
For GS-11: Prepare reports for higher authority use in financial decision making.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- The duties of this position require Travel up to approximately 10% of the time.
- Employees assigned to the Real Property Services Field Office (RSFO) will require a Valid State Driver's License.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. GS-05 General Experience: Three years progressively responsible experience, 1 year of which was equivalent to at least the GS-04 grade level, which includes 1) Utilize MS Office programs, such as Excel, to generate reports 2) Utilize automated systems to enter or review data for reports. 3) Utilize a data system to organize files. This definition of general experience is typical of work performed at the next lower grade/level position in the federal service (GS-04).

Education: Four year course of study leading to a bachelor's degree.
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 36. Then divide your total number of completed undergraduate semester hours (or equivalent) by 120. Add the two percentages.
GS-07 Specialized Experience: One year of specialized experience which includes 1) Utilize MS Office programs, such as Excel and Powerpoint, to generate reports and presentations 2) Utilize automated systems to enter or review data for reports. 3) Utilize oral and written communication to provide customer service and resolve a data to organize files. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).

Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled. Superior Academic Achievement is based on: (1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR (3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/).

GS-09 Specialized Experience: One year of specialized experience which includes 1) Utilize data systems and analytical software to exhibit data. 2) Prepare information to compose or edit policies and regulations. 3) Approve financial transactions such as obligations, expenditures, reimbursements, transfers, and distributions. 4) Use oral and written communication to resolve customer related issues.This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

GS-11 Specialized Experience: One year of specialized experience which includes 1) Performing analysis and reconciliation of financial data; 2) Recommending solutions to financial issues; 3) Providing technical and administrative guidance related to budgetary functions; 4) Researching and interpreting financial policies, regulations, or laws to resolve financial issues; 5) Fundamental knowledge of management and organization principles, theories, including administrative procedures common to the agency or area of responsibility; and 6) Knowledge of automated accounting systems. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
