About the Position: To serve as a Traffic Management Specialist with the U.S. Army Sustainment Command, 407th Army Field Support Battalion located at Fort Bliss, Texas.
Duties
Plans and directs work for freight operations on the installation and its geographical area of support.
Serves as a technical authority on freight transportation policies, directives, methods, procedures, and freight systems for the Installation Transportation Division within the organization and operating officials.
Reviews directives and issuances relative to the transportation operation and develops implementing programs and procedures.
Accountable and responsible for the assigned program and program areas.
Serves as the Installation Container Control Officer providing technical expertise, program management, and guidance to contractors and tenant units in all areas of container management.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret (T3) security clearance.
- Position may require occasional TDY up to 5% for official travel.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience in the Federal service which includes 1) providing assistance on the overall transportation functions in the organization; 2) developing transportation plans; 3) planning and directing work for freight operations; and 4) monitoring reports of shipments for accuracy. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, or motor mechanics.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
NOTE: To support the Time in Grade (TIG) requirement you MUST submit a copy of your latest non-award SF-50/NPA that reflects your highest grade held on a permanent basis along with your application/resume package. Failure to do so may affect your rating or consideration for employment.
