This vacancy is for a Supervisory Export Analyst in the Bureau of Industry and Security within the Department of Commerce.

Duties

As a Supervisory Export Analyst, you will perform the following duties: Manages employees within a division and supervise the licensing of and policy development for exports to embargoed and sanctioned destinations and world-wide exports of crime control and detection equipment and related software and technology, and to provide advice, assistance and support in these areas to staff and BIS management. Serves as an expert in U.S. export control and sanctions policy process for matters related to export controls, embargoes and sanctions, bilateral engagement, crime control and detection items as it relates to the export licensing process. Directs and prepares information reports, position papers briefing materials, talking points, testimony, and fact sheets on multilateral export control and sanctions policy issues, as requested. Represents and negotiates for the Bureau and Department at sub-Interagency Policy Committee meetings chaired by National Security Council officials. This Job Opportunity Announcement may be used to fill other Supervisory Export Analyst GS-1101-15 Full Performance Level (FPL) GS-15 positions within the Department of Commerce in the same geographical location with the same qualifications and specialized experience.

This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the GS-15 level: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-14 in the Federal service. Specialized experience is defined as: -Experience processing export license applications and license determinations in accordance with export administration regulations and policy. -Experience representing an organization as an authority and spokesperson to government agencies, top business and industry officials. -Negotiating skills in carrying out a variety of assignments with high level government and private sector representatives in support of U.S. export control policies, the U.S. industrial base, critical technologies, and economic and trade issues.
