About the Position: The U.S. Military Academy, West Point, NY is an academic institution located in the Hudson River Valley, 50 miles from New York City. The historic site is the oldest continuously occupied military post in America. West Point is a self contained city with housing, a Department of Public Works, libraries, hospital, fire department, chapels, and restaurants. Employees have access to Eisenhower Hall Theater, Hudson Valley's performing arts center, and recreational facilities.
Duties
Prepare communications for the Superintendent (e.g., Congressional testimony, speeches, command briefings, and talking points).
Plan, prepare, and synchronize strategic engagements, both internal and external.
Support the development, coordination, implementation, and synchronization of the Superintendent’s initiatives to establish and sustain strategic partnerships with public and private partners.
Contribute to preparing the Superintendent for internal and external strategic engagement (e.g., the Board of Visitors, Middle States Accreditation, distinguished visitors, the Superintendents’ Conference, and alumni engagement).
Coordinate routinely with USMA Office of Public Affairs to ensure communications are accurate and consistent.
Maintain close working relationship with the USMA Protocol Office, ensuring the Superintendent’s engagements with scheduled protocol activity is prepared in a timely and tailored manner.
Serve as the USMA Superintendent’s primary speechwriter.
Prepare communications tailored to the specific audience depending on the event and the identified objectives.
Analyze and select pertinent information based on the theme and message, determining the most logical and effective use of the information.
Prepares or arranges for graphics to support presentations.
Responsible for coordinating Board of Visitors (BOV) meeting requirements and overseeing the pre- and post-meeting actions.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent must be able to obtain and maintain Contracting Officer Representative (COR) certification. Incumbent must successfully complete the annual refresher training in order to maintain COR certification.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position requires that the employee temporarily travels away from their normal duty station up to 10% of the time for work, training and/or conferences.

Specialized Experience: One-year of specialized experience which includes: 1) writing materials for inclusion in organizational publications and electronic posts; 2) writing and editing materials to develop products for leadership such as speeches, briefings, testimonials and other correspondence tailored to specific media and/or audiences; 3) coordination and planning internal and external engagements for senior leadership; and 4) synchronizing outreach activities for an organization. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
