You will serve as an INDUSTRIAL OPERATIONS PLANNING DIVISION MANAGER in the Shipyard Infrastructure Optimization Program (SIOP) Department at Puget Sound Naval Shipyard or Portsmouth Naval Shipyard. The mission of SIOP is to plan, program, and budget for the optimization of the Navy's future depot level maintenance capacities/capabilities.

Duties

You will establish performance metrics to measure performance. You will exchange information and ideas with others to recommend solutions and resolve problems. You will exercise leadership in carrying out assigned supervisory duties (e.g., counseling, support of EEO programs) to resolve conflicts among juniors. You will develop measures of effectiveness and metrics to evaluate the level of success of the financial and business processes of a shipyard, shipyard repair facility, regional maintenance center, or similar maintenance activity.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Performing program management and control for a major naval shipyard program (i.e., business and funds management, change and risk management, programing and schedule management, shipyard and stakeholder integration, data analysis, issue resolution, and progress and status reporting); 2) Coordinating and integrating the work of a team of professionals engaged in high visibility or complex shipyard projects; and 3) Applying comprehensive knowledge of the administrative laws, policies and regulations applicable to assessment of shipyard programs and functions.
