Serve as a senior loan specialist in the housing program of a USDA Rural Development State or Field Office. The staff designs, implements, and evaluates assigned housing programs for the geographic areas encompassed in the responsibilities of the Office. The incumbent administers complex aspects of the single-family housing (SFH) direct loan program for an assigned area. This is not a remote position. You will be required to report to work in one of the listed office locations.

Duties

Serves as a senior operating loan specialist responsible for the execution of applicable Single-Family Housing Division (SFHD) loan and grant programs. Administers a diverse array of single-family housing programs designed to make safe, affordable homes available to underserved communities and rural populations throughout an assigned, typically large geographic area. Participates in developing and implementing an outreach and marketing program for single family housing. Prepares as applicable, conditional commitment, funding commitment and notification of loan closing, and certificate of eligibility and either approves or submits to approving official. Meets with organization's representatives to communicate Rural Development needs and requirements, determine availability and nature of support offered/needed, coordinate timing/delivery of support to be provided/obtained, etc.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. For GS-09 level: Applicants must have 1 year of specialized experience equivalent to at least the GS-07; or its non-Federal equivalent that demonstrate thorough knowledge and understanding of mortgage loan making/servicing and credit principles and practices in order to assess the fundamental soundness of single-family housing loans and to independently examine applications, supporting documents, and credit reports, and maintain servicing activities on small mortgage loans. Experience may have been gained in work equivalent to furnishing information to borrowers and applicants on loan programs, eligibility requirements, financial and credit requirements; analyzing information provided by loan applicants, determining eligibility for mortgage loans, and making loan recommendations to a senior employee; assisting senior level employees in initiating action to graduate borrowers who are eligible for other credit sources; and participating in providing credit counseling to all borrowers and debt adjustment services or similar work; OR Masters or equivalent graduate degree in a related field (see link below), OR 2 full years of progressively higher-level graduate education leading to such a degree, or LLB or J.D., if related. Equivalent combination of experience and education are qualifying at this grade level. For GS-11 level: Applicants must have 1 year of specialized experience equivalent to at least the GS-09; or its non-Federal equivalent that demonstrate evaluating financial situations, credit risk factors and researching and applying various laws, rules, and regulations pertaining to credit; experience in reviewing and evaluating loan and/or grant applications to determine eligibility and the approval/disapproval of housing loan applications; experience providing loan closing instructions to attorneys and title companies and with legal instruments and documents used in making and servicing housing loans; Conducts on-site inspections to determine whether a property is occupied, etc. Evaluates repair proposals and property values for compliance with applicable laws, regulations, directives, etc., and for overall feasibility and soundness of economic factors. Ensures required environmental assessments are conducted and meet requirements. Reviews for approvals of repair project costs; or similar work; OR Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related OR a combination of education and specialized experience as described above. Undergraduate and Graduate Education: Major study finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
