About the Position: Serves as Human Resources Program Manager with responsibility for management, oversight and integration of a variety of programs designed to support the well-being and personal development of the Soldiers, Civilian employees, Family members and others who comprise the installation/garrison community.
Duties
Serves as a principal staff advisor to the Garrison Commander/Garrison Manager; Deputy Garrison Manager and Deputy Garrison Manger on management and operation of vital and diverse garrison/installation Human Resources (HR) programs.
Plans and conduct management studies and/or analytical assessments to identify to resolve critical garrison/installation operating problems in all assigned functional program areas.
Serves as spokesperson and representative for the installation's Human Resources Programs in meetings and conferences with partner organizations and representatives of higher echelons.
Directs development of local implementing policies, goals, and objectives to integrate program policies.
Develops and execute strategic plan for all management programs consistent with IMCOM program goal.
Advises on programs to include Military Personnel Support, Soldier for Life, Transition Assistance, Army Continuing Education System, Alcohol and Drug Abuse Program, and Career Skills Program.

- This position requires incumbent to obtain and maintain a Secret Security Clearance.
- This position requires a Financial Disclosure Statement OGE Form 450 upon entry and annually thereafter.
- This position has been designated as Key and shall not be vacated during a national emergency or mobilization as doing so would seriously impair the capability of the organization to function effectively.
- This is a Term position scheduled to last 2 Years.
- A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
- Term employment is subject to a one-year trial period.
- This is an obligated position.
- This position has a Temporary Duty (TDY) or business travel requirement of 5%% of the time.

This is a Term Appointment, not to exceed (NTE) 13 Months. Term Appointments may be extended by 1-year increments without further competition; however, appointments may not exceed a total of 6 years.

Specialized Experience: One year of specialized experience which includes performing the full range of personnel management functions and oversees other administrative matters for the organization; developing the concept of operations for mobilization planning and provides technical and administrative guidance; planning, directs, and evaluates work of the Human Resources program and staff; and developing information to prepare special or recurring reports and analyses relating to HR program issues for management use and decision making. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
