This position is located within the Office of the Assistant Secretary for Administration and Management (OASAM), Department of Labor (DOL). Responsible for the development, coordination, and delivery of nationwide administrative service to OASAM. Reports to the Director, Office of Strategic Operations (DOSO), serves as the Supervisory Program Officer for Operations, and provides administrative advice and guidance to staff located within OASAM agencies/organizations, and OASAM-serviced agencies.
Duties
Major duties for this position include, but are not limited to the following:
-Serve as a key member of the leadership team, making substantial contributions to overall program planning, policy, and internal and external coordination.
-Provide authoritative advice, guidance, and strategies for often difficult and complex large projects or processes.
-Participate with the leadership team on the formulation and development of OASAM mission, policies, programs, objectives, and goals.
-Coordinate with other senior management officials on issues with Department-wide impact, including developing Department-level procedures.
-Hear and resolve employee complaints and refer serious unresolved complaints to higher-level management.
-Promote an environment where employees are empowered to participate in and contribute to effective mission accomplishment.
-Plan, lead, and coordinate organizational and other studies to improve productivity, work processes, and organizational effectiveness that improve service delivery quality and make the best use of budget allocations.
-Provide overall coordination and management of OASAM's front-office budgeting, purchase card program, and travel program management, and trains OASAM staff on the implementation of these procedures.
-Recognizes and takes action to correct situations posing a threat to the health or safety of subordinates.
-Participate in the planning, implementation, coordination, and evaluation of OASAM administrative functions.
-Represent OASAM at the meetings on administrative systems, processes, and procedures that have a wide impact.
-Advise on a variety of procedural and policy matters pertaining to human resources policies and procedures.
-Approve master leave schedule assuring adequate coverage
for peak workloads and traditional holiday vacation time.
-Coordinate with the Human Resources staff on all personnel actions including recruitments, resignations, performance appraisals, classification standards, pay status, time and attendance, and awards.
-Advise on a variety of procedural and policy matters pertaining to human resources policies and procedures.
-Responsible for planning and accomplishing a continuing workload.
Requirements
- Must be at least 16 years old.
- Must be a U.S. Citizen.
- Candidate required to obtain the necessary security/investigation level.
- Requires a probationary period if the requirement has not been met.
- Requires a supervisory probationary period if the requirement has not been met.

Qualifications
You must meet the Specialized Experience to qualify for the Supervisory Program Officer position, as described below.
Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-14 in the Federal Service.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Specialized experience for this position includes: Leading teams to implement project plans involving various stakeholder groups; Leading projects, including organizing work, setting priorities for a project, defining and determining short- and long-term goals, managing risks, and leading projects to successful completion; Leading the preparation of draft report/ documents with inputs from various stakeholder groups, including senior leaders; Extensive experience through oral and written communication informing, advising, persuading, and defending controversial actions/ policy decisions in meeting with senior level management.
Education
There is no substitution of education for experience at the GS-15 level for this position.
