The primary purpose of this position is to exercise technical and administrative supervision over subordinate workers in accomplishing trades and labor work within the Air Freight Section/Special Handling Work Center.

Duties

- Performs work planning responsibilities. Plans use of workers, equipment, facilities, and materials on a daily or by project basis. - Performs work direction responsibilities. Assigns work to individuals and provides technical direction and/or help in accomplishing difficult work steps and processes. - Performs administration responsibilities. Participates with employees in the development of performance plans and recommends them to supervisors. - Provides a work environment that is free from all forms of discrimination, harassment, and retaliation. Drives one or more types of vehicles/equipment, such as pickup, panel, and flatbed trucks, warehouse tug, which typically have a gross vehicle weight of 10,000 pounds or less. Tractor and trailers, rollerized trailers, powered forklifts from 4K through 50K. Mechanized Material Handling System (MMHS), 463L Material Handling Equipment (MHE). - Ensures education in, compliance with, and practice of security directives, good safety, and health habits in all work areas.

  • May be required to work an uncommon tour of duty which includes shifts other than days, and may include holidays, weekends, and rotating shifts
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun control Act (Lautenberg Amendment) of 1968.
  • An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Employee must be able to obtain and maintain a SECRET security clearance and flight line access
  • In periods of heavy workload or surges, incumbent may be required to perform work/tasks normally supervised/managed
  • The work may require the employee to drive/operate material handling equipment and other motor vehicles. An appropriate, valid driver’s license (government issued) may be required for the position
  • Employee will be required to work both indoors and out. Within reasonable limits, exposure to prevailing weather conditions will not preclude completion of duties and responsibilities.
  • Employee must be able to obtain and maintain hazardous material certification as a Hazardous Material Inspector or Preparer via resident or non-resident training
  • This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations.
  • Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
  • This position may be designated mission essential based on local conditions. Mission essential personnel report for duty at normal times when the base is closed or delayed reporting, and remain on duty during phased or early release.

Qualifications

In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-7000, Packing and Processing Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is the ability to supervise. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of principles, processes, and techniques of trade(s) and/or craft(s) supervised and personnel management policies, practices, and procedures, including sexual harassment and Equal Employment Opportunity/ Equal Employment Treatment. 2. Knowledge of safety regulations, practices, procedures and DOD transportation shipping requirements for the movement of explosive cargo within the Defense Transportation System (DTS); to include safety regulations, practices, and procedures pertaining to accepted warehousing/storage methods, inventory procedures and material handling techniques associated with the movement of explosives via commercial truck or the military airlift system. 3. Knowledge of the use and maintenance of hand and power tools, equipment, and precision measuring and /or test equipment common to trades supervised. 4. Ability to read and interpret blueprints, diagrams, sketches, and technical specifications. 5. Ability to plan and organize work assignments to include determining resources required to accomplish mission and skill, ability and dexterity to safely operate material handling equipment (powered and non-powered) as required to train and perform required work-related tasks. 6. Ability to communicate effectively, both orally and in writing and plan and organize work assignments to include determining resources required to accomplish mission. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
