Duties

Responsible for the unit's Aviation Program to include oversight, budget planning, development, execution, and monitoring of all aviation operations. Initiates and participates in investigations for aircraft incidents and accidents. Assists in the preparation of reports. Investigates violations of policies, procedures, and safety standards. Responsible for the unit's Aviation Safety and Training Program. Conducts training needs analysis and sponsors, conducts, or coordinates aviation training. Performs personnel management tasks such as making selections/recommendations for subordinate positions; participating in position and pay management programs; establishing performance standards and evaluating performance. Coordinates with Aviation Maintenance Inspectors and contractor to ensure compliance with contract specifications. Monitors aircraft contractor performance and provides findings to appropriate personnel. Serves as the unit's Contracting Officers Representative (COR) on Call When Needed (CWN) and or On Call aircraft.

  • Supervisory Probationary Period: If you are selected for this position, you will be required to serve a one year supervisory/managerial probationary period if one has not previously been completed.
  • Applicant(s) tentatively selected for this position will be required to submit a urinalysis to screen for illegal drug use and to pass the test prior to appointment. In addition, this position is subject to random testing for illegal drug use.
  • Incumbent must attend Contracting Officer Representative (COR) training and receive COR Certification (as soon as classes are made available). COR level determined by supervisor.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. At the GS-11 Level: 1 year of specialized experience equivalent to the next lower grade level (GS-09) in the federal service. Examples include, but are not limited to: performing as an aviation specialist or related position with experience in using aviation program resources in support of natural resources in support of natural resource management and fire management operations; experience with oversight, budget planning, development, execution, and monitoring of aviation operations; advising fire managers or managers on firefighting aircraft requirements; working general aviation polices for federal and state agencies; identifying and providing training for personnel using aviation resources; participating in aircraft incident investigations; coordinating with Federal Aviation Administration (FAA) or other agency officials for aviation activities; working as a Contracting Officer's Representative (COR) on aviation contracts; OR 3 full years of progressively higher level graduate education leading to such a degree or LL.M if related with a major study of accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position; OR a combination of equivalent specialized experience and education. Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate undergraduate/graduate education. Undergraduate/graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. This is a SECONDARY/Administrative fire position under the special retirement provisions of 5 U.S.C. 8336(c) (CSRS) and 5 U.S.C. 8412(d) (FERS). While secondary positions are not subject to the maximum entry age (MEA) policy, the selectee must have prior service in a primary position and meet the transfer requirement for movement from a primary to secondary position to be eligible for special retirement coverage. It is the responsibility of the applicant to ensure this office has enough information to determine your retirement status to ensure you do not lose benefits (normally through submission of your SF-50). YOU MUST LET US KNOW IF YOU ARE CURRENTLY IN A PRIMARY POSITION. Physical Demands: Work is primarily sedentary, although it does require frequent travel by scheduled and chartered aircraft or ground vehicles to various destinations in the western U.S. Occasionally the incumbent must travel by foot to remote field locations to conduct technical investigations and site visits. During fire season, the position demands extended, and variable work shifts and on-call status while away from work. Incumbent must meet the established physical fitness standards for his/her ICS position. Work Environment: Most work is performed in an office or meeting room setting; occasionally exposure to risk or discomfort is encountered while conducting visits to the field due to extreme temperatures, topography and remote living conditions. While on incident assignments, the incumbent may be exposed to temperature extremes, dust, smoke, noise, rugged topography, involving flights in fixed or rotor wing aircraft, extended outdoor living and high-stress emergency activities.

This position allows for education to be substituted for specialized experience (see qualification section for education requirements). If using education to qualify - You MUST submit a copy of ALL your college transcripts or a list of ALL college courses that include hours and grades from an accredited U.S. college/university. Upon selection, official transcripts must be received prior to appointment. If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
