The primary purpose of this position is: To function as Installation Spectrum Manager and act as program manager for all Personal Wireless Communications Systems (PWCS)/Trunking System network requirements for Ellsworth AFB and tenant organizations.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, for Telecommunications Series 0391 (opm.gov) SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes Applying a wide range of communications concepts, principles, and practices; with a particular focus on frequency spectrum management and personal wireless communications. Work encompasses complex and uncommon interfaces and policies and practices; sources of technical data to evaluate new devices, proposals, and approaches; and a practical understanding of contracting procedures and legal requirements. OR EDUCATION: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. with a major study in electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of accepted telecommunications theories, concepts, principles, and practices, procedures, policies, standards, operational requirements, and the ability to relate to user requirements. Practical knowledge of electronic theory and operating principles, transistor theory, circuitry, elementary physics and engineering mechanics; and the ability to apply this knowledge to the design, modification and repair of UHF ground radio communications systems, EHF satellite communications equipment terminals(s), ground radios and peripheral equipment. 2. Knowledge of performance characteristics of personal wireless communications equipment, services, and transmission media to evaluate devices, proposals, and approaches. And ability to analyze/apply specialized communication method and analytical techniques involving telecommunications systems (e.g., systems compatibility, circuits, switches, distribution, satellite linkages, and networking) and trouble shoot analog and digital multiplexing equipment. Ability to analyze, test, integrate, install, utilize, modify and operate a variety of telecommunication systems and equipment. 3. Ability to interpret, develop and implement written policies and guidelines for Spectrum Management. In-depth knowledge of quality assurance evaluation and surveillance techniques. Ability to communicate effectively both orally and in writing to identify, direct, or coordinate actions required in providing needed service. 4. Knowledge of radio frequency management and associated guidance to include local, state, federal, Air Force, DOD, and international regulations, requirements, controls, procedures and practices. Ability to analyze/apply specialized communication methods and analytical techniques involving telecommunication systems (e.g., systems compatibility, Trunked radio systems, and other personal wireless systems). 5. Knowledge of COMSEC, OPSEC, TMAP, COMPUSEC, TRANSEC and EMSEC security procedures and requirements. 6. Knowledge of operational and performance characteristics of telecommunications equipment systems, services, and transmission media to inspect IAW operational requirements. Skill in interpreting and applying instructions, manufacturer manuals and technical orders related to electronic equipment and systems and ability in troubleshooting a variety of equipment problems and to operate electronic diagnostic test equipment. Ability to use layout drawings, wiring diagrams, schematic diagrams, and pictorial diagrams to solve maintenance problems. Knowledge of Air Force database programs used for tracking and reporting work center maintenance, training and qualifications, and skill in the use of desktop computers and commercial software. 7. Knowledge of safety and occupational health practices as they relate to electronic technician performance requirements PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
