This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Civilian positions of the DoD to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position is full time temporary seasonal with rotating shifts and is expected to work between 6-8 months out of the year. This position is located at McNary Dam, Umatilla, OR, operated by the US Army Corps of Engineers and situated on the Columbia River.

Duties

Monitor and clear debris to provide safe collection and holding of juvenile fish. Monitor facility to ensure safe passage conditions of fish through observation of their physical characteristics, behavior and response to existing facility holding conditions. Continually monitor and adjust water levels in a variety of locations to ensure welfare of collected fish. Operate collection facility, loading raceways and barge holds, and determine fish numbers, loading densities, and overall fish behavior and condition. Performs grounds maintenance tasks at fish facility and other general maintenance, such as painting and plumbing repairs. Inspects, installs, repairs, maintains, tests, modifies and adjusts equipment, facilities and structures related to public use, general project operations, water control, and utility systems. Plans, installs, rehabs, maintains and operates irrigation systems.

  • This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations.

Qualifications

You will receive credit for all qualifying experience, including volunteer experience. There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision. Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) MAINTENANCE WORKER ~ without more than normal supervision. I have performed the majority of the following maintenance worker tasks under normal supervision: painting, carpentry, and plumbing repairs. I have full level skills in operating all associated tools and equipment related to the sub journeyman level skills. I have experience operating and maintaining forklifts, backhoes and tractor-trailers OR experience with fish collection and transport systems, such as loading raceways and barge holds, determining fish numbers, and loading densities. - Failure to meet this Screen out Element will result in an ineligible rating. PHYSICAL EFFORT: The incumbent normally works on project recreation and wildlife area facilities and equipment requiring considerable standing, stooping, bending, walking, and reaching. May perform work on ladders and scaffolds that requires overhead reaching. The work requires the lifting of materials, tools, and equipment that weigh up to 100 pounds. Operates and transports materials and supplies to remote recreation and environmental stewardship project areas. Strenuous hiking and climbing of unlevel grounds and steep banks and hillsides is common to access areas of responsibility. Additionally, computer work for maintenance management systems could include extended periods of time at a computer in an office setting. WORKING CONDITIONS: Work is performed primarily outside where the employee is subject to weather and temperature variations and extremes of cold, heat, dryness and moisture. May perform work on ladders, scaffolds, in or over flowing or standing May be exposed to prolonged periods of digging in rocky ground. May be subject to minor hazards while handling materials or working with tools or equipment. May be required to work in cramped quarters and/or perform duties. Subject to emergency work performed outside of normal duty hours. Saturday, Sunday and irregular work hours are typical during critical work projects. May have periodic duties in an office setting that is well lighted, heated and ventilated.
