Duties

Rates and routes shipments. Determines freight rates and routes that are most convenient and economical to the Government and which meet prescribed requirements. Classifies shipments. Determines freight classification when the identity and/or transportation characteristics have changed, or do not agree with published classifications. Conducts pre- and post-audits to ensure proper payment of shipments. Ensures shipping documents are reviewed and checked for accuracy. Operates electric, gasoline, LPG, or diesel-powered forklift trucks capable of lifting loads weighing 10,000 pounds or more higher than 168 inches.

  • Must be or able to obtain Hazardous Material Preparer Certification – work may require travel away from the normal duty station for a two-week training course.
  • The work requires the employee to drive a military forklift. An appropriate, valid driver’s license will be required for the position.
  • The employee is responsible for operating equipment (forklifts) in a safe manner. The employee is responsible for accomplishment of operator and preventative maintenance, and for compliance with safety and traffic rules.
  • Forklift operation is generally performed inside the warehouse that may be hot, damp, cold, drafty, or poorly lighted. Frequently exposed to the possibility of cuts, scrapes, bruises, abrasions, falls, and injury in (cont'd)
  • (cont'd) performing assigned tasks. Works in areas where there is frequent vehicular or pedestrian traffic. If working with hazardous materials, may be subject to exposure from radiation, toxins, and explosive hazards.
  • This is a drug testing designated position. The incumbent is subject to random testing for drug use. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the (cont'd)
  • (cont'd) Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the (cont'd)
  • (cont'd) Air Force, national security, and public safety. Incumbent of this position is subject to the possibility of a random drug test.
  • Must be able to obtain and maintain the appropriate Security Clearance.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Clerical and Administrative Support Positions for Freight Rate Series, 2131 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes thorough knowledge of Department of Defense (DoD) and Air Force Regulations, Dangerous/Hazardous Article Tariffs, and International Air Transportation Association Publications, policies and instructions, and publications relating to the movement of freight in order to affect shipment of various commodities and resolve problems as necessary. Thorough knowledge of tariff rates and related and regulatory guidance for the movement and routing of a variety of freight by several modes. Knowledge of cargo movement rules, regulations, and procedures to effect shipments. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-06 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of standards, route orders, and classification rating guides. Knowledge of commercial tariffs and tenders to properly rate freight shipments. Knowledge of transportation regulations, methods, and techniques relating to the movement of freight in order to affect shipment of commodities. Knowledge of a variety of freight. Ability to interpret and apply instructions. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
