This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Competitive Service Positions to recruit and appoint qualified candidates to positions in the competitive service.

Duties
Serves as Technical Writer/Editor responsible for planning, organizing, researching, writing, and editing highly dynamic and complex developmental program manuals.
Provides technical expertise to writers/editors and illustrators.
Writes technical manual procedures and/or formats manual using word processing software (to include: MS Word, XML/SGML, etc.)
Reviews and edits technical manuals and represents the Soldier Product Support Integration Directorate (SPSID) to private industry and other government agencies.
Determines and plans technical publication requirements and ensures, through research, that the technical documentation will meet the intended use of equipment and systems.
Provides advice on mitigating schedule and program risk in relation to the development of technical data and writes contract language to support manual effort.
Requirements
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This is a Term position scheduled to last 13 months and may be extended to a maximum of eight years.
- Term employment is subject to a one year trial period. Employees serving a trial period can be removed with limited appeal rights.
- Incumbent may be required to Travel away from duty station 25% of the time.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your work experience, your resume must describe at least one year of specialized experience which includes: planning and scheduling activities during the life cycle of the publication process in areas such as generating contractor requirements, cost estimation, program planning and establishment of program milestones, contractor performance evaluation or publication editing and quality control; and translating complex technical data for operation or maintenance performance into easily readable technical publications. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
