You will serve as an INFORMATION TECHNOLOGY SPECIALIST (INFOSEC) of NCIS. All Naval Criminal Investigative Service (NCIS) positions are in the excepted service. Duties

You will use specialized equipment and techniques to catalog, document, and preserve digital evidence. You will prepare digital media for imaging by ensuring data integrity. You will review forensic images and other data sources for recovery of potentially relevant information. You will provide testimony related to computer examinations. You will ensure chain of custody is followed for all digital media acquired in accordance with the Federal Rules of Evidence.

• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
• This position is covered under the DoD Information Assurance Workforce Improvement Act. Incumbent must obtain Information Assurance Technical (IAT) Level III certification within 6 months of appointment and maintain such certification.
• Successful completion of the Department of Defense Cyber Training Academy's Digital Forensic Examiner Certification program within 6 months of appointment is mandatory.

Qualifications

IT-related experience demonstrating this competency include: Applying computer forensics principles to image digital devices. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency includes: Providing consultation to investigators regarding the findings of reviewed data. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Collaborating with various point of contacts inside and outside the agency to provide advice and guidance to ensure proper protection, collection, preservation, and presentation of recovered data in investigations. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Evaluating unusual circumstances, considering different approaches, and analyzing incomplete and conflicting data. In addition to demonstrating the four competencies above, your resume must reflect one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector such as: Assisting investigative teams in the planning of law enforcement actions involving digital media and electronic devices; and Assisting in conducting computer forensic analytical work. This includes working in a collaborative and professional manner. Includes the ability to clearly explain complex technical issues in a manner understandable to non-technical personnel. 4. In addition to demonstrating the four competencies above, your resume must reflect one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector such as: Evaluating, implementing, and disseminating digital and multimedia forensics tools and procedures; Collecting, analyzing and presenting computer-related evidence in support of cyber incident; and Providing technical assistance on digital evidence matters to appropriate personnel.
