You will serve as a MANAGEMENT AND PROGRAM ANALYST in the RESERVE ENLISTED COMMUNITY MANAGEMENT (ECM) BRANCH (BUPERS 352), MILITARY COMMUNITY MANAGEMENT DEPARTMENT (BUPERS-3) of NRC MEMPHIS.
Duties
You will be responsible for the execution of all Navy Reserve enlisted community management policies and procedures.
You will be responsible for defining emergency business needs, developing requirements and business rules and properly aligning manpower, workflow, and technological capabilities s to meet those business needs.
You will assign work to subordinates and provide technical oversight.
You will be expected to formulate Reserve Enlisted Community Management (ECM) policy, guidance and program direction for all assigned responsibilities.
You will interact with fleet and enterprise N1’s, contractors, research and development personnel and policy-makers.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
GS-12:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience as a technical and administrative supervisor who grants leave for subordinates, rates performance, evaluates work performance and plans work to be accomplished by subordinates.
Experience coordinating with other Navy Total Force commands.
Experience developing and managing all reserve enlisted community management funding requirements and ensures they are appropriately presented in the program objective memorandum (POM).
Experience translating board organizational objectives and general guidance into detailed work plans to accomplish management and information system tasks required.
Experience presenting complex and responsive subject matter briefings to all of all levels of the Department of the Navy and Navy Reserve.
Experience working closely with other functional and operational mangers.
Experience providing information and participating in Public Affairs settings.
Experience managing the development of aggregate recruiting, accession, prior service quotes.
Experience managing the execution of force shaping
Experience managing assessment of adequacy of community inventory and paygrade mix.
Experience performing in-depth analysis of the metrics and developing action plans to address indicators of concern.
