Duties
- Develop and administer temporary water service contracts, repayment contracts, memorandums of agreement, and repayment contracts.
- Oversee the preparation and review of annual and periodic information for billing water contractors for water service, administration, operation, maintenance, and replacement costs.
- Serve as the NKAO contact for grant opportunities and financial assistance programs.
- Properly interpret existing water service and repayment contracts for use in administration and enforcement of contracts to assure compliance with the provisions of the contract, Reclamation Policy and resolve disputes which arise within the contract.
- Represent the Nebraska Kansas Area Office in meetings with Reclamation, other Federal, State, and local agencies, private industry, contractors, and the general public on contract related issues.
- Serve as point of contact for water users and respond to inquiries from contractors, cooperating agencies, and individuals concerning administration matters.
Qualifications

To qualify at the GS-07, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-05 level in federal service having demonstrated experience assisting with review of data ensuring accuracy; researching policies and procedures; and utilizing a software system to track work and/or projects. You could otherwise qualify on the basis of Education having completed of one full year of graduate education in a related field. You may combine specialized experience and education to meet the minimum qualifications.
To qualify at the GS-09, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-07 level in federal service having demonstrated experience preparing technical documents such as contracts and/or memorandums; conducting research on regulatory requirements; and maintaining a software system to track work and/or projects. You could otherwise qualify on the basis of Education having a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. You may combine specialized experience and education to meet the minimum qualifications.
To qualify at the GS-11, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-09 level in federal service having demonstrated experience administering contracts or agreements; ensuring contract compliance with applicable policies and standards; and verifying and maintaining information in a software system to track work and/or projects. You could otherwise qualify on the basis of Education having a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to a Ph.D. or a Ph.D., LL.M., or equivalent doctoral degree in a field of study related to the position. You may combine specialized experience and education to meet the minimum qualifications.
The superior academic achievement provision is to be used to determine eligibility for applicable GS-07 level positions of persons who have completed (or expect to complete within 9 months) all the requirements for bachelor's degree from an accredited college or university with a qualifying grade point average (GPA), class standing, or honors society. Education
This vacancy announcement allows substituting education for experience at the GS-07/09/11 grade levels. Applicants must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education if substituting education for experience. Transcripts must include the name of the college or university and date the degree was conferred. A typed list of courses, grades, semester/quarter hours, GPA, etc. will not be accepted. Non-submission may result in being rated not-qualified for the position.
