The primary purpose of this position, RECREATION SPECIALIST GS-0188-09, is to perform assignments designated by the Sports and Fitness Manager to help achieve the mission of Hill AFB Fitness Program.

Duties

Provide direction, guidance, and support to the Sports and Fitness Manager regarding physical training at the unit and individual fitness level With the concurrence of the Sports and Fitness Manager, identify, plan, promote, and carry out special events As directed by the supervisor or higher-level specialist, plan, and budget for fitness equipment and supplies as well as computer and other technology assets required for conduction a fitness program. Perform recurring assignments. Under the direction of the Sports and Fitness Manager, employee is responsible for ensuring that all fitness staff have successful accomplished ancillary training, such as Automated External Defibrillator (AED) and cardiopulmonary resuscitation (CPR) and continuing education. Perform assignments as directed.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Individual Occupational Requirements Recreation Specialist Series (0188) and Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes Planning, organizing, coordinating, supervising, or evaluating community, industrial, outdoor, institutional, or other recreational programs; Planning, establishing, or evaluating a recreational curriculum for junior college or higher academic levels; Instructing in the principles and techniques of recreational program planning and management; Serving in a leadership role in the programs and activities of local, regional, and/or national recreational organizations. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related. Major study -- general recreation, or one of the appropriate fields of recreation such as outdoor recreation; recreation and parks leadership; wild land recreation management; natural resources recreation; youth recreation; public, urban, or community recreation; special populations recreation (e.g., senior citizens, institutional, etc.); or physical education. NOTE: YOU MUST SUBMIT COPIES OF YOUR TRANSCRIPTS. OR COMBINATION OF EXPERIENCE AND EDUCATION: An equivalent combination of successfully completed, qualifying education and experience may be used to meet total experience requirements. Specialized experience directly related to the work of the position may be used to meet the requirements of this position. Education in excess of 1 year of graduate level education or superior academic achievement may be used to qualify applicants for the GS-09 level. NOTE: You must submit copies of your unofficial transcripts with your application if using education as a substitution of experience. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of mission and function of Fitness Programs to competency and independently executes continuing fitness programs or events through the proper application of the principles, concepts and techniques of fitness programs. 2. Knowledge of program and facility management, safety, fire and environmental regulations, practices, and procedures, as well as facility design and equipment selection and purchase. 3. Knowledge of the range of activities and services, of participant interests and needs, and of the methods and processes that enable the employee to plan and conduct a variety of fitness activities. 4. Ability to meet and communicate effectively with leaders, supervisor, co-workers and customers in order to achieve fitness program goals. 5. Ability to read, interpret and apply DoD, Agency, Air Force, AFMC, and local policies and directives. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. PHYSICAL DEMANDS: The work requires some physical exertion such as long periods of standing; walking over rough, uneven, or rocky surfaces; recurring bending, crouching, stooping, kneeling, stretching, reaching, or similar activities; recurring lifting of moderately heavy items, such as weighted plates (up to 45 pounds) and chalk bags. The work may require specific, but common, physical characteristics and abilities such as above-average agility and dexterity. The work requires climbing of a ladder no more than 10 feet high. The work requires some physical exertion in handling weights, tools, materials, and equipment supporting fitness programs, activities, and sporting events. The work requires seasonal activities including shoveling, pushing, and operating snow blower or snowplow and use of rake for leaves and other debris. NOTE: THIS POSITION REQUIRES A PRE-EMPLOYMENT PHYSICAL. WORK ENVIORNMENT: The fitness activities involve everyday risks or discomforts that require normal safety precaution typical of this recreational specialty. The indoor work areas are adequately lighted, heated and ventilated. The outdoor recreational facilities are subject to various environmental and seasonal weather conditions.
